RESOLUTION NO. 569 ( #14 - 02)
A RESOLUTION EXPRESSING SUPPORT FOR THE COUNTY WIDE
IMPROVEMENT PLAN TO BE PRESENTED ON THE NOVEMBER 5,
2002. GENERAL ELECTION BALLOT; AND, FOR OTHER
PURPOSES.
WHEREAS, the Pulaski County Quorum Court has proposed a
County Wide Improvement Plan to reallocate resources, funds, and
priorities to varied needs of the citizens of Pulaski County, Arkansas. By
providing adequate finds for the operation of the County Detention Facility,
development of a Drug and Alcohol Intervention Program, creating funding
for various capital improvements throughout the cities within Pulaski
County, funding for improved programs in higher education, and provide
improved funding sources for the Central Arkansas Transit System, Pulaski
County citizens have the opportunity to improve the quality of life in
Pulaski County, Arkansas;
WHEREAS, in recent months increased costs and funding shortages
for the County have resulted in an inability to adequately fund the
operation of the Pulaski County Detention Facility. As such, it is imperative
that a proper funding source be obtained to insure all jail operational costs
are met; and,
WHEREAS, to fund the County Wide Improvement Plan and reduce
operational costs for the City of Jacksonville and provide additional funds
for capital improvement, the citizens of Pulaski County, Arkansas must
vote for the Plan on the November 5, 2002, General Election ballot.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City Council of the City of Jacksonville,
Arkansas expresses its support for passage of the Pulaski County
Improvement Plan and urges all Pulaski County residents to support, work
for, and vote in favor of passage of the County Wide Improvement Plan on
November 5, 2002.
SECTION TWO: Any and all other Resolutions in conflict
herewith are hereby repealed to the extent of said conflict. This Resolution
shall be in effect from and after its date of passage.
