0551 RESOLUTION NO. 551 ( #11 - 2001)
A RESOLUTION DECLARING SUPPORT OF JACKSONVILLE PARKS AND
RECREATION DEPARTMENT'S APPLICATION FOR MATCHING FUNDS TO
RENOVATE /REPLACE THE OUTDOOR POOL IN PLEASURE PARK,
JACKSONVILLE, ARKANSAS; AND, FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville, Arkansas, by and through the
Jacksonville Parks and Recreation Department, wishes to improve the City's
recreation facilities and seeks grant funding to accomplish such;
WHEREAS, in order to obtain grant funds necessary to develop and /or
improve Pleasure Park for renovations /replacement of an outdoor swimming
facility, it is necessary to obtain a 50/50 Matching Grant from the Arkansas
Department of Parks and Tourism's Outdoor Recreation Grant Program;
, WHEREAS, plans for such an improvement have been prepared and the
costs have been established; and,
WHEREAS, the Jacksonville City Council understands that the parties will
enter into a binding agreement which obligates both parties to adhere to the
policies and procedures contained in the Land and Water Conservation Fund
Grants Manual including, but not limited to, the following: the park area defined
by the project boundary map submitted in the application must remain in
outdoor recreation use in perpetuity; all present and future overhead utility lines
within the project boundary must be routed away or placed underground; the
project area must remain open and available for use by the public at all
reasonable times of the day and year, though the facilities can be reserved for
special events but cannot be reserved, leased, or assigned for exclusive use;
and, the project area must be kept clean, maintained, and operated in a safe,
healthy, and lawful manner.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City Council is well aware and apprised of
the above - mentioned project and hereby agrees to provide the local portion of
the development cost of the entire project. The Mayor is hereby authorized to
make application to the Arkansas Department of Parks and Tourism for funding
assistance to develop /renovate /replace recreational pool facilities in Pleasure
Park for the City of Jacksonville. Therefore, such application shall be submitted
as expeditiously as possible.

SECTION TWO: All Resolutions or parts of resolutions in conflict
herewith are hereby repealed to the extent of said conflict.
