A RESOLUTION OF INTENT TO PARTICIPATE IN A CENTRAL ARKANSAS SOLID
WASTE MANAGEMENT AUTHORITY
WHEREAS, the Metroplan Solid Waste Management Study was
funded by the City of Jacksonville in cooperation with thirteen
other central Arkansas jurisdictions; and
WHEREAS, the purpose of the study was to assess the solid
waste disposal needs of central Arkansas and to identify, cost
and analyze all waste management options available to each
participating jurisdiction; and
WHEREAS, the results of the aforementioned study indicate
that prompt action is needed to avoid a solid waste crisis, to
continue provision of this vital government service at reasonable
cost to our citizens and to protect the environment consistent
with state and federal regulations; and
WHEREAS, joint participation in a cooperative regional solid
waste management program would result in the lowest long -term
costs to the citizens of the City of Jacksonville;
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS THAT:
Section 1. The City Council of the City of Jacksonville,
Arkansas expresses its intent to participate in the Central
Arkansas Solid Waste Management Authority; to fund its pro rata
share of the technical, engineering and siting studies; and to
immediately enter into negotiations with other jurisdictions for
interlocal agreement forming such an authority under Arkansas Act
699 of 1979.
Section 2. All Resolutions or parts of resolutions in
conflict herewith are hereby repealed to the extent of said
conflict.
Section 3. This Resolution shall be in effect from and
after its date of passage.
