0426 RESOLUTION NO. 426 ( #9 - 90) A RESOLUTION URGING THE ARKANSAS HIGHWAY AND TRANSPORTATION DEPARTMENT TO CONSTRUCT AND MAINTAIN AN ELECTRONIC TRAFFIC CONTROL DEVICE AT THE INTERSECTION OF ARKANSAS STATE HIGHWAY 161 (NORTH FIRST STREET) AND MARTIN STREET; AND, FOR OTHER PURPOSES. WHEREAS, the intersection of Arkansas State Highway 161 (North First Street) and Martin Street is an extremely hazardous intersection, as evidenced by the high number of accidents that have occurred in the past two (2) years (twelve (12) in 1988, ten (10) in 1989, and, so far, five (5) in 1990); and, WHEREAS, the intersection of North First Street and Martin Street is a high traffic area in which traffic counts reflect a high usage of both streets, with most accidents occurring as dri- vers attempt to cross the intersection on Martin Street. WHEREAS, the City Engineer and other City officials have recommended and requested the installation of electronic traffic control devices for some time, supporting said request with repeated traffic data, accident reports, etc. Despite the urgency of these requests, the Arkansas Highway and Transportation Department has not acted on such. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: The City Council of the City of Jacksonville, Arkansas, along with the City Engineer and other City officials, do hereby urge, request, and plea that the Arkansas Highway and Transportation Department install an electronic traffic control device at the intersection of Highway 161 (North First Street) and Martin Street as quickly as possible. All due diligence and expe- dience is necessary in the installation of said device to insure a safer intersection for those travelers using this area. SECTION TWO: To show the seriousness and urgency of the City, we hereby appropriate the sum of Thirty -Five Thousand Dollars ($35,00.00) from sales tax funds to pay for the construc- tion and installation of said traffic control device. SECTION THREE: This Resolution shall be in effect from and after its date of passage. SECTION FOUR: All Resolutions, or parts thereof, in conflict herewith are hereby repealed to the extent of such conflict. APPROVED AND ADOPTED THIS 7TH DAY OF JUNE, 1990.
