RESOLUTION NO. 419 (#2-90)
A RESOLUTION TO LEND SUPPORT AND EFFORTS TOWARD THE CONSTRUCTION
AND OPERATION OF A PULASKI COUNTY REGIONAL JAIL FACILITY; AND,
FOR OTHER PURPOSES.
WHEREAS, State law does not mandate that cities provide and
maintain jails; however, the City of Jacksonville has operated a
municipal jail for many years, bearing its own costs for housing
criminal offenders; and,
WHEREAS, State law does mandate that counties provide a
regional detention facility. However, the City of Jacksonville
recognizes the lack of funding available to operate such a county
detention facility large enough to meet the needs of Pulaski
County; and,
WHEREAS, the City of Jacksonville is willing to lend its
efforts, funds and support toward the operation of a new county
regional jail, contingent upon certain conditions.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE ARKANSAS, THAT:
Section 1. Upon completion of the regional jail facility,
the City of Jacksonville will close its municipal jail and dedi-
cate said space for other purposes. Pulaski County will provide

jail space for all Jacksonville municipal prisoners, and will
assume all booking and detention responsibilities, as well as a
prisoner transportation service every six (6) hours for the deli-
very and pick -up of all prisoners, including transporation to and
from Jacksonville municipal court hearings.
Section 2. In return for these services, the Mayor of the
City of Jacksonville will submit to the City Council for the
appropriate yearly budget amounts to support said facility.
These amounts will be authorized from and after the date all pri-
soners are vacated from the Jacksonville municipal jail:
(1) 1 to 5 years -- $75,000 each year
(2) 5 to 10 years -- $100,000 each year
(3) 10 to 15 years -- $125,000 each year
(4) 15 to 20 years -- $150,000 each year
Section 3. All resolutions or parts of resolutions in
conflict herewith are hereby repealed to the extent of said
conflict.
Section 4. This Resolution shall be in effect from and after
its date of passage.
