A RESOLUTION EXPRESSING THE INTENT OF THE CITY OF JACKSONVILLE
TO PARTICIPATE IN A METROPLAN SOLID WASTE MANAGEMENT STUDY; TO
FULFILL THE PLANNING REQUIREMENTS OF ACT 870 OF 1989; AND FOR
OTHER PURPOSES.
WHEREAS, the environmentally sound disposal of solid waste
generated in our metropolitan area is a desirable public policy
objective; and,
WHEREAS, State and Federal laws and regulations either
proposed or in place have made the proper planning of solid waste
an imperative for all levels of government in the State; and,
WHEREAS, Arkansas Act 870 of 1989 requires the City of
Jacksonville and all other local jurisdictions to complete such
a plan by January 1, 1991; and,
WHEREAS, it is apparent that the issue can best be
addressed in a mutually beneficial manner utilizing a cooperative
regional approach; and,
WHEREAS, the proposed expenditure for such a study is the
most cost effective approach available at this time;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, THAT:
SECTION ONE: The Jacksonville City Council expresses its
intent to participate in the Metroplan Solid Waste Management
Study, acknowledging that said participation shall not exceed the
cost of Ten Thousand and 00 /100 Dollars ($10,000.00). The Mayor
and the City Clerk are hereby authorized to enter into an agree-
ment acknowledging the City of Jacksonville's participation in
this program study.
SECTION TWO: All Resolutions or parts of Resolutions
in conflict herewith are hereby repealed to the extent of such
conflict.
SECTION THREE: This Resolution shall be in effect from
and after its date of passage.
