AN ORDINANCE DECLARING AN EMERGENCY AND WAIVING COMPETITIVE
BIDDING FOR THE PURCHASE OF A HEART MONITOR MACHINE FOR THE
JACKSONVILLE FIRE DEPARTMENT'S AMBULANCE SERVICE; AND FOR
OTHER PURPOSES.
WHEREAS, in serving the emergency medical care needs of
the citizens of Jacksonville, Arkansas, the Jacksonville Fire
Department's ambulance service is in need of a heart monitor
machine in order to provide more effective and efficient
emergency medical treatment; and,
WHEREAS, the heart monitor machine, also known as Life-
Pack, are extremely beneficial to the paramedics and emergency
medical technicians in providing the utmost in care and service
to the citizens of Jacksonville; and,
WHEREAS, no local companies can supply such equipment and
Rebsamen Regional Medical Center is capable of obtaining the
necessary equipment within a short period of time for an amount
much less than the market bids from various suppliers of the
equipment throughout the country;
NOW, THE~EFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION 1: It is hereby ascertained and declared that
because of the necessity of such equipment in providing efficient
and effective emergency medical treatment to the citizens of
Jacksonville, an emergency is declared for the purpose of
purchasing a heart monitor machine for the Jacksonville Fire
Department's ambulance service. It is, therefore, declared that
an emergency exists and this Ordinance, being necessary for the
immediate preservation of the public peace, health, and safety,
shall take effect and be in force from and after its passage.
SECTION 2: Competitive bidding for the purpose of
purchasing a heart monitor machine, also known as Life-Pack, for
the Jacksonville Fire Department's ambulance service would be
costly, non-productive, and time consuming, making such com-
petitive bidding unfeasible and impractical.
SECTION 3: Competitive bidding is hereby waived, pursuant
to Ark. Stat. Ann. Section ~19-4425 for the purpose of purchasing
a heart monitor machine for the Jacksonville Fire Department's
ambulance service and authorization is hereby given to the City
Purchasing Department to obtain such equipment from the Rebsamen
Regional Medical Center.
SECTION 4: Any Ordinance in conflict herewith is specifi-
cally repealed to the extent of such conflict.
