0849 q1 ORDINANCE NO. 8 4 9 (#1-87) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE REPAIR WORK NECESSARY ON EQUIPMENT FOR THE FIRE DEPARTMENT OF THE CITY OF JACKSONVILLE, ARKANSAS; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, it is necessary for the Fire Department of Jacksonville, Arkansas to have its 1975 model Front Line Pumper repaired in order to provide dependable and proper service to the citizens of Jacksonville; and, WHEREAS, the normal service life of a Front Line Pumper is approximately ten (10) years, but with a rebuilt engine and repairs this vehicle could provide services for many years with minimum expense; and, WHEREAS, the Correction Industries Division of the Arkansas Department of Corrections is capable of providing the necessary services and repairs at a savings of approximately forty percent (40%) over retail repair facilities, provides an excellant agreement for any services performed, and has serviced other cities in the State with similar repairs, all of which stated they had received excellant service at minimum expense; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION 1: Competitive bidding for the repair work necessary for the 1975 Front Line Pumper for the City of Jacksonville, Arkansas, would be costly and nonproductive, making said competitive bidding not feasible or practical. SECTION 2: Competitive bidding is hereby waived pursuant to Ark. Stat. Ann. ~19-4425, for the repair work necessary for the Front Line Pumper for the Fire Department and authorization is given for said repair to be perfolllled by the Arkansas Depart- ment of Corrections of Tucker, Arkansas. SECTION 3: Any Ordinance in conflict herewith is specifi- cally repealed to the extent of such conflict. SECTION 4: It is hereby ascertained and declared that efficient and effective fire protection can only be provided with proper and suitable fire fighting equipment, and that only by the passage of this Ordinance can such protection be guaranteed. It is, therefore, declared that an emergency exists and this Ordinance, being necessary for the immediate preservation of the public peace, health, and safety, shall take effect and be in force from and after its passage.
