0828 /It ORDINANCE NO. 8 Z 8 (#19-86) AN ORDINANCE SETTING A DATE FOR AN ELECTION TO FUND THE IMPLEMENTATION OF THE 911 EMERGENCY TELEPHONE SYSTEM AND TO PROVIDE A SERVICE CHARGE TO FINANCE THE 911 EMERGENCY TELEPHONE SERVICE SYSTEM: AND FOR OTHER PURPOSES. WHEREAS, it has been determined to be in the public interest to shorten the time and simplify the method required for a citi- zen to request and receive emergency aid; and WHEREAS, the establishment of a uniform emergency telephone number is a matter of concern for all citizens, so the emergency number 911 has been made available at the national level for implementation throughout the United States and Canada; and WHEREAS, the Arkansas legislature has established a funding method for implementation of this emergency telephone system by passing Act 683 of 1985; and WHEREAS, this act requires the approval of a majority of persons voting on the issue in order to charge up to five percent (5%) of the tariff rate approved by the Arkansas Public Service Commission to be billed by GTE and AT&T (or Southwestern Bell) to local users; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION 1. An election will be held on Tuesday, November 4, 1986, for the purpose of approving or rejecting an ordinance to implement 911 emergency telephone service within the City of Jacksonville; SECTION 2. At the election to be held on that purpose, the voters will be asked to vote upon the following question: FOR a 911, emergency telephone system and Public Safety Communications Center within the City of Jacksonville to be funded by a charge of up to five percent (5%) of the basic telephone tariff approved by the Arkansas Public Service Commission. AGAINST a 911 emergency telephone system and Public Safety Communications Center within the City of Jacksonville to be funded by a charge of up to five percent (5%) of the basic telephone tariff approved by the Arkansas Public Service Commission. SECTION 3. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed to the extent of such conflict. SECTION 4. This ordinance shall be in effect from and after its date of passage. APPROVED AND ADOPTED THIS ~ 1986.
