1513ORDINANCE NO, 1513 (#06 -14) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF SPECIFIC COMPUTER SOFTWARE, HARDWARE, INSURANCE, AND WARRANTIES FOR THE FIRE DEPARTMENT, FOR APPROPRIATE TRAINING AND ACCESS FOR DEPARTMENT REPRESENTATIVES; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. WHEREAS, after Fourteen (14) years using the FireHouse software system, the Fire Department has found that the software is antiquated, is no longer properly supported, and no longer meets the reporting needs of the Department as required by the National Fire Incident Reporting System and the National Emergency Medical Services Information System. The importance of efficient collection and distribution of information about emergency activities and services to Jacksonville citizens is vital. To enhance citizens' safety, the Fire Department has researched and found better software services available with full support services and up to date technology that will assist them in meeting their mandated reporting needs, and has secured grants to assist in the purchase of said system requirements; and, WHEREAS, said software services, related equipment, and the necessary training for such can be provided at a competitive price through use of the ESO Solutions, Inc. of Austin, Texas. ESO is a reliable source for said software and has agreed to furnish such software and appropriate training at a reasonable cost. As well, the hardware and associated equipment required beyond the Fire Department's current and usable computers can be purchased through the State Contract from CDW, Inc. of Chicago, Illinois at a savings from retail prices. As such, the Fire Department recommends waiver of competitive bidding and request that it be allowed to contract with ESO and CDW for said services and systems for the necessary hardware, software, insurance, support, training, and warranties. NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OFIACKSONVILLE, ARKANSAS, THAT: SECTION ONE; Competitive bidding for the purchase of a new Fire Department Emergency Services reporting software system, related equipment and hardware, insurance, support, training, and warranties for the Jacksonville Fire Department would be costly and non-productive, making said competitive bidding unfeasible and impractical. ORDINANCE NO. 1513 (#06 — 2014) PAGE TWO SECTION TWO: Competitive bidding is hereby waived, pursuant to ACA §14-58-383, to authorize contracting for a Fire Department Emergency Services reporting system, related computer hardware and equipment, insurance, support, training, and extended warranty. Authorization is hereby given to the Fire Chief to enter into contract with ESO Solutions, Inc. of Austin, Texas for the software portion of the needed computer software, together with related support services and training, all for a cost not to exceed Twenty-two Thousand Seven Hundred Forty- nine and 10/100 Dollars ($22,749.10), together with any applicable tax. Authorization is also granted to the Fire Chief for purchase through the State Purchasing Contract from CDW, Inc. of Chicago, Illinois, to acquire the needed computer equipment, hardware, insurance, support services, and extended warranty, all for a cost not to exceed Forty-five Thousand One Hundred Twenty- three and 86/100 Dollars ($45,123.86), together with applicable shipping and taxes. Total expenditures for acquisition and improvement of a new Fire Department Emergency Services reporting system as described above shall not exceed Sixty- seven Thousand Eight Hundred Seventy-two and 96/100 Dollars ($67,872.96), together with applicable shipping and taxes. SECTION THREE; All Ordinances, parts of Ordinances, or previous actions taken by said Council in conflict herewith are hereby repealed to the extent of such conflict. SECTION FOUR: This Ordinance, necessary for the improvement of public services and for the benefit, health, safety, and welfare of the citizens of Jacksonville, should be implemented immediately.
