0819 3/ ORDINANCE NO. 819 (#10-86) AN ORDINANCE AMENDING ORDINANCE NO. 154 AND FOR OTHER PURPOSES. WHEREAS, after close review by the Jacksonville Planning Commission, said body determined a need to revise Ordinance No. 154, and WHEREAS, said changes are needed to bring the City's planning regulations up to date. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION 1: Ordinance No. 154 should be amended by amending Chapter 17 of the Jacksonville Municipal Code by replacing the designated Sections with the new Sections as set forth below: 17.08.150 - Jacksonville Planning Area Jacksonville Planning Area means the City of Jacksonivlle and those unincorporated areas of Pulaski, Faulkner and Lonoke Counties within five miles of the Jacksonville city limits agreed upon by the neighboring municipalities around the City. 17.12.020 - Sketch Plat The Sketch Plat shall be presented to the City Engineer at least seven (7) days prior to the Planning Commission Meeting at which consideration is requested. The City Engineer shall enter the date of receipt on the plat. 17.12.030 - Preliminary Plat-Procedure After the Planning Commission has approved the Sketch Plat the subdivider may proceed with the preparation of the Preliminary Plat. The Preliminary Plat and the completed Preliminary Plat check list shall be presented to the City Engineer at least seven (7) days prior to the Planning Commission Meeting at which initial consideration is requested. Preliminary improvement plans may also be pre- sented at that time. The City Engineer shall enter the date of receipt on material submitted. 17.12.050 - Preliminary Plat~ReseFvation of Land for Public Facilities Prior to the conditional approval of the Preliminary Plat the Planning Commission may require reservation of appropriate areas for school sites, parks, play grounds or other public facilities shown on the comprehensive plan for a period of not more than ninety (90) days for the appropriate agency to exercise the option to purchase the reserved land. 17.12.060 - Preliminary Plat-Planning Commiss.ion Action-Plat Approval The THIRD sentence should be changed to read as follows: Such stamp of approval shall bear the signatures of the Chairman of the Planning Commission and the City Engineer. The rest of the paragraph remains unchanged. ~ ORDINANCE NO. 819 (#10-86) Page Two 17.12.110 - Final Plat-Materials to be Submitted The subdivider shall present the following materials to the City Engineer at least seven (7) days prior to the meeting at which consideration is required: 1) As Built Specifications and As Built Prints in sufficient quantity of the paving, water, sanitary sewer, and drainage plans shall be presented to the City Engineer as soon as improvements are completed. The City Engineer shall enter the date of receipt on these materials. The City Engineer shall advise the Planning Commission of acceptable performance by the subdivider. 2) Plans for all improvements required under these regulations, such plans to bear the approval of the City Engineer. 3) The proposed protected covenants if any. 17.24.030 - Street - Installation Should be changed to read as follows: When the subdivision contains lots on both sides of said existing street, he shall install paving for the entire street with minimum widths as specified in the Master Street Plan, or escrow funds in cash money with the City in an amount sufficient to build City improvements. D-l SHOULD BE CHANGED TO READ AS FOLLOWS: Major or Collector Street-36 ft, back of curb to back of curb; the rest of this paragraph remains unchanged. 17.24.040 - Curb Radii Item B - Should be changed to read as follows: Radius of the curb in a cud-de-sac turnaround shall be not less than 37.5 feet from the back of the curb. Item C - Radii of curbs at street corners other than major streets and highways shall not be less than 36V2 feet. 17.24.050 - Streets - Pavement - Type Street pavement standards shall be as follows: A) Minimum Standards on Local and Collector Streets. 1. Portland cement concrete pavement five inches thick laid on a subgrade compacted to 90% Standard Proctor Density. Concrete is to be 3500 PSI, five sack mix: or 2. Asphaltic concrete (hot mix - hot laid) pavement two inches thick compacted wearing surface type Z or 3 on a six-inch stabilized aggregate base course com- pacted to 100 percent modified proctor density with a six inch subgrade compacted to a uniform density of 90 percent standard proctor. The above asphaltic concrete streets shall have a portland cement 24 inch intergal curb and gutter. B) Minimum Standards on Arterial Streets. 1. Portland cement concrete pavement eight inches thick laid on a subgrade compacted to 90 percent standard Proctor density. Concrete is to be 3500 PSI, 5-sack mix; or 2. Asphaltic concrete (hot mix - hot laid) pavement two inches thick wearing surface type Z or 3 on a ten inch stabilized aggregate base course compacted to 100 percent modified proctor density with six inch uniformally compacted subgrade to 90 percent stan- dard proctor density. .::? Substitution of the above standards may be used in a ratio of one inch of hot mix base course - asphaltic concrete (HMAC) replacing two inches of SB-2 material. D) Additional standard. In instances where poor sub-grade is encountered the City Engineer may require additional structural thickness and/or approve other mechanical means of achieving a stabilized sub-grade. 17.24.070 - Sidewalks - Required Where A) Sidewalks shall be required on both sides of the street on arterial thoroughfares. B) Sidewalks shall be required on one side of the street only on all collector streets. The street designations will come from the Master Street Plan. 17.24.080 - Sidewalks All sidewalks shall be a minimum width of 48 inches and a minimum thickness of 3~ inches.
