REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in Regular Session on April 1, 2004 at the regular meeting place of the Council. Alderman Stroud delivered the invocation and Mayor Swaim led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Smith, Lewis, Sansing, Ray, Rinker, Stroud, Twitty, and Howard answered roll call. Mayor Swaim also answered ROLL CALL declaring a quorum. Alderman Fletcher was absent. PRESENT nine (9), ABSENT (1). Mayor Swaim welcomed newly appointed Alderman Linda Rinker to the City Council. Others present for the meeting were: City Attorney Bobby Bamburg, Finance Accountant Cheryl Erkel, Director of Administration Murice Green, Human Resource Director Charlie Brown, Finance Director Paul Mushrush, City Engineer Jay Whisker, Public Works Director Jimmy Oakley, Parks and Recreation Director George Biggs, Police Chief Baker, Fire Chief Vanderhoof, Judy Swaim, Edith Smith, Lendy Lewis, Addie Gibson, Larry Smith, David McClanahan, Sid Gray, interested citizens and members of the press. PRESENTATION OF MINUTES: Mayor Swaim presented the minutes of the Regular City Council meeting of March 18, 2004 for approval and/or correction at the next Regularly Scheduled City Council Meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Smith moved, seconded by Alderman Howard that the minutes of the Regular City Council Meeting of 4 March 2004 be APPROVED. MOTION CARRIED. CONSENT AGENDA: WATER DEPARTMENT: WASTEWATER DEPARTMENT: POLICE DEPARTMENT: DEVIATION IN AGENDA: GENERAL: Briefing from the LRAFB on Economic Impact Mayor Swaim stated that Little Rock Air Force Base has agreed to present a briefing regarding the Base’s economic impact on the State and particularly the central Arkansas area. He introduced Major Bryce Thorpe and Ms. Cindy Maddox. Major Thorpe stated that of his 20 years in the military, he has enjoyed the support relationship shared by the Base and the City of Jacksonville more than anywhere else he has been stationed. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 1, 2004 7:00 P.M. – 7:18 P.M. Major Thorpe presented the City Council with a breakdown of personnel by classification, stating that total personnel is 13,507. He related that there is approximately 5,505 in appropriated fund military personnel and slightly over five hundred (506) in appropriated fund civilians. He presented data that included approximately 885 personnel in non-appropriated fund contract civilians and private business, and approximately 6,611 in active duty military dependents. He then stated that the total annualize payroll for appropriated fund military is $227,719,491 consisting of active-duty, non-extended active duty reserve, and trainee cadets. He added that appropriated fund civilians totals $24,941,119 and that non-appropriated fund contract civilians, and private business is $17,146,111 for a total payroll impact of $269,806,721. He reviewed the annual expenditures for construction, services, procurement of materials, equipment, and supplies totaling approximately $144,896,404. He pointed out that construction dollars are reported as spent, explaining that if a large project is approved for an estimated 20 million, those dollars will be reported as expended annually on project costs. He reported that 2003 construction expenditures came in at $49,958,540, service contracts were approximately $24,196,926 and materials, equipment, and supplies procurement was approximately $70,740,938; totaling $144,896,404. He stated that the total economic impact is figured by taking the payroll of assigned personnel, the expenditures and then the dollar value of jobs created to determine the economic factor. He stated that the dollar value of jobs created is $97,260,327 with an estimated 2,939 jobs created using the average annual salary of $33,093. He stated that the total annual economic impact estimate for 2003 was $511,963,452. He stated that the estimation shows growth at Little Rock Air Force Base from the 2002 estimate of $443 million representing a 60 million dollar increase. He stated that the base just completed a new gymnasium along with other contracts such as a new school building. He stated that there were several factors, which contributed to the economic activity growth. He stated that those figures only represent local contracts and do not represent contracts hired out of the State. Alderman Stroud stated that when he was in the service he also found Jacksonville to be one of the best stations to enjoy a good support relationship between City and Base. In response to a question posed by Mayor Swaim, Major Thorpe stated that the area considered for economic impact is the Central Arkansas Metropolitan area, moving away from the standard 50-mile radius. Mayor Swaim thanked Major Thorpe and Cindy Maddox for the presentation, adding that Ms. Maddox works closely with the Jacksonville Community regarding many issues. Discussion ensued regarding a Base tour for the City Council members and City Department Heads. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 1, 2004 7:00 P.M. – 7:18 P.M. RESUME AGENDA: SANITATION DEPARTMENT: Mayor Swaim explained that one of the bidders who did not submit the low bid had called upset, he went on to explain that he has reviewed the bid files and is comfortable with the bid process. He noted that the bidder was actually the third lowest bidder regarding the bid for the Compaction Refuse Truck. He added that the bidder was invited to the City Council meeting, but related that he was unable to attend and wanted the bid to be postponed. He stated that based on his review and his discussion with City Attorney Bamburg and Public Works Director Jim Oakley, he feels comfortable that the bid process was performed correctly and that the low bid does meet specifications. He noted that there had been questions regarding the heavy duty activity of the truck, which have been resolved, adding that at this time he does feel comfortable proceeding with the bid award. Public Works Director Jim Oakley concurred that he feels comfortable moving forward with the bid award. a. Request to Accept for Bid Knuckle Boom Loading Truck Alderman Ray moved, seconded by Alderman Stroud to approve the low bid from Glover’s Truck and Equipment in the amount of $79,538.00 to be funded through budgeted Sanitation Depreciation funds. Mayor Swaim explained that the Sanitation Department is setup as an Enterprise Fund, adding that when equipment is purchased it is depreciated out over a 7-year period. He related that the City does try to keep the equipment over seven years, adding that the Sanitation Department has one truck in its 12th year and another in its 14th year. He stated that once a truck becomes an over maintenance issue it is run as a back up truck for the Department. He noted that the weight question came up because of truck service needs, but added that based on a 7-year life span the City has been able to get double that from at least one truck and additional years from many other trucks. He attributed the maintenance program through the City garage and the quality of drivers for keep the trucks in top performance. In response to a comment made by Finance Director Paul Mushrush, Mayor Swaim explained as a Council member, that years ago when a new garbage truck had to be purchased, funds were drawn from the General Fund, which interrupted the General Fund flow. He noted that under the current depreciation method, if a truck last the length of time expected, then there is money in the Fund to replace the equipment as needed. Alderman Ray stated that he had received a call from the bidder who was upset and planned to return his call but added that he is confident regarding the bid process. At this time, MOTION CARRIED. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 1, 2004 7:00 P.M. – 7:18 P.M. b. Request to Accept Bid for High Compaction Refuse Truck Alderman Smith moved, seconded by Alderman Lewis to approve the low bid from Glover’s Truck and Equipment in the amount of $94,209.00 with funds to be drawn from the Sanitation Depreciation Fund. MOTION CARRIED. STREET DEPARTMENT: PARKS & RECREATION: Request to Accept Bid for Community Center Roof Mayor Swaim related that the item is being removed from the agenda, explaining that over the last few months the City has had an engineer review and make recommendations on work to be performed at the Community Center. He stated that the City advertised the work for bids previously and no bids were submitted, adding that it was advertised again and repeatedly no bids were submitted. He explained that part of the problem is the instability of the price of steel and partly it is a difficult area to work in because of its location over the swimming pool with a lot of scaffolding. He stated that City Attorney Bamburg has been consulted and it has been determined that since the City has advertised for bids twice and no bids were submitted, ETC Engineers have been asked to locate a contractor that would be willing to negotiate a contract price. He noted that the contract price would be brought back to the City Council for final approval. PLANNING COMMISSION: GENERAL: APPOINTMENT(S): JACKSONVILLE HOUSING AUTHORITY Alderman Elliott moved, seconded by Alderman Smith to approve the appointment of Mr. Johnny Moory to serve as Commissioner of the Jacksonville Housing Authority for a term expiring March 17, 2009. MOTION CARRIED. ANNOUNCEMENT(S): Parks and Recreation Director George Biggs announced that an Easter egg hunt would be held at Excell Park, Saturday morning beginning at 9:30 a.m. Alderman Howard reminded the City Council that the City-wide Cleanup would also be Saturday at 9:00 a.m. Mayor Swaim noted that Public Works Director Jim Oakley still has some streets available for volunteers wishing to participate in the City-wide Cleanup. He noted that following the Cleanup there would be a free hamburger/hotdog appreciation lunch for the volunteers held at the Chamber of Commerce.
