WHEREAS, IT HAS BEEN DI:.IERMINED THAT THE CITY CAN PRODUCE SIGNS WITHIN THE
STREI:.I DEPARTMENT IN A MORE CO::, I EFFICIENT MANNER THROUGH USE OF A COMPUTERIZED
SIGN PROGRAM AND PLOI I ERjCU I I ER. Ar- I ER REVIEW OF THE PROGRAMS AND
PLO I I ER/CU I I ERS ON THE MARKET, IT HAS ALSO BEEN DETERMINED THAT THE MAMAKI
PLO I I ER/CU I I ER AND SIGN MAKER TRAFFIC SOr- I WARE ARE THE MOST COST EFFECTIVE AND
PRODUCTIVE AVAILABLE; AND,
WHEREAS, TAPCO, A TRAFFIC AND PARKING CONTROL COMPANY IN WAU WATO SA ,
WISCONSIN, IS THE SOLE PROVIDER OF MAMAKI AND SIGNMAKER, AND HAVE AGREED TO
PROVIDE THE SOr- I WARE PROGRAM, PLOI I ERjCU I IER, AND SUPPORT SERVICES AT A
REASONABLE RATE.
BE IT ORDAINED AND ENACTED BY THE CllY COUNCIL OF THE CITY OF
JACKSONVILLE~ ARKANSAS:
SECTION ONE: COMPETITIVE BIDDING FOR THE PURPOSE OF PURCHASING A
COMPUTERIZED SIGN PROGRAM, A PLOI I ER/CU I IER, AND THE NECESSARY TRAINING AND
SUPPORT SERVICES WOULD BE COSTLY, NON-PRODUCTIVE, AND TIME CONSUMING, MAKING
SAID COMPETITIVE BIDDING UNFEASIBLE AND IMPRACTICAL.

SECTION TWO: PURSUANT TO ACA 9 14- 58 - ~~ COMPETITIVE BIDDING
is HEREBY WAIVED FOR THE PURPOSE OF PURCHASING A COMPUTERIZED SIGN PROGRAM, A
PLO I I ER/CU I I ER, AND THE NECESSARY TRAINING AND SUPPORT SERVICES FOR SUCH.
AUTHORIZATION IS GIVEN TO THE 0ACKSONVILLE STREET DEPARTMENT TO EXECUTE A
PURCHASE AGREEMENT WITH TAPCO, OF WAUWATOSA, WISCONSIN, TO PURCHASE AND
PROVIDE SAID SOr- I WARE, EQUIPMENT, TRAINING, AND SUPPORT SERVICES FOR A TOTAL SUM
OF FOURTEEN THOUSAND SIX HUNDRED FORTY DOLLARS <$ 14640.00), PLUS APPLICABLE
SALES TAX.
SECTION THREE: ALL ORDINANCES OR PARTS THEREOF IN CONFLICT HEREWITH
ARE HEREBY REPEALED TO THE EXTENT OF SAID CONFLICT.
SECTION FOUR: To OBTAIN A MORE EFFICIENT METHOD OF PROVIDING CITY
DIRECTIONAL AND TRAFFIC SIGNS FOR THE SAFETY OF OUR CITIZENS IN AN EXPEDIENT AND
PRUDENT MANNER, AN EMERGENCY IS DECLARED TO EXIST. THIS ORDINANCE SHALL TAKE
EFFECT IMMEDIATELY UPON PASSAGE AND PUBLICATION, AS PROVIDED BY AND SUBJECT TO
THE REQUIREMENTS OF APPLICABLE LAW.
