WHEREAS, it is necessary for the City of Jacksonville to
purchase a sound system for use in the new Community Center;
WIIEREAS, the Parks aJld Recreation Departnlellt solieitec:1
bids for said system, but received no response; and,
WHER,EA,S, tile Parks alld Reereat iOIl Department llas
researched different sound systems and costs involved and has
located the availability of a proper system at a reasonable
cost through SoundSmith, Inc. of Little Rock, Arkansas.
NOW, THEREJi"ORE, BEY IT ORDAINED BY' THE" CITY COUNCIL OJ'9
TilE CITY OJ' JACKSONVlLLE, ARKANSAS, THAT:
SECTION_ ONE: Competitive bidding' for the purpose of
purchasing a sound system for the new Jacksonville Community
Center would be costly and non-productive, making said
eompetitive bidding uIlfeasible and impraetieal.

SEC..T.IONuTWQ.: Competitive bidding' is hereby waive(],
purSllant to ACA 14-58-~, for tIle purpose of purehase and
installation of a sound system for the Jacksonville Community
Center from SoundSmith, Inc., of Little Rock, Arkansas.
Authorization is hereby given to the Purchasing Director of
the City of Jacksonville to enter into a contract with
SoundSluith, Ine. of l~ittle Rock, ArkaIlsas, to provide said
sound system e<luipnleJlt, irlstallatioIl, taxes, aIll} applieat>le
fees of 'U[> to aJld i:neludillg' the amOuIlt of Tell Thousand II'ive
Hundred Thirty-two and 63/100 Dollars ($10,532.63).
SE~CTION rfHREE: All ()rdinanees all(l R.esol'utiollS, or parts
thereof, in conflict with this Ordinance are hereby repealed
to the extent of that conflict.
SE~CTION F'OIJR: Immediate actiOJl o:n tilis purchase will
eJlable tlle Parks and Recreation Department to get tlle S()UIld
system installed prior to opening the new Community Center to
tIle eitizerls of JacksoIlville. Theref()re, all elnerg'erley is
hereby declared, and this Ordinance shall take effect
immediately upon its passage and publication as provided by
and subject to applicable law.
