CITY COUNCIL MEETING
#1 BUDGET HEARING
NOVEMBER 23, 1992

#1 BUDGET MEETING - CITY HALL - #1 INDUSTRIAL DRIVE
The City Council of the City of Jacksonville, Arkansas met on
November 23, 1992, at the regular meeting place of the Council for
the first budget meeting Alderman Reedie Ray delivered the
invocation after which Mayor Tommy Swaim led the standing audience
in the “Pledge of Allegiance" to the flag.
ROLL CALL:
Aldermen: Knight, Smith, Lewis, Ray, Wilson, and Keaton answered
ROLL CALL. Alderman Sansing, Fletcher, Williamson and Twitty were
absent. PRESENT, six (6), ABSENT, (4). Mayor Tommy Swaim also
answered ROLL CALL.
Others present for the meeting: City Attorney Robert E. Bamburg,
Deputy City Clerk Susan Goings, Mayoral Aide Michael Beeman, City
Engineer Duane Reel, Public Works Coordinator Skip Spears, Police
Chief Don Tate, Asst. Chief Larry Hibbs, Asst. Fire Chief Bill
Baldridge, Parks & Rec. Director Annabelle Davis, Sanitation
Supervisor Billy Gilmore, Finance Director Paul Mushrush, Asst.
Finance Director Carol Overton, other city employees, interested
citizens and members of the press.
The Council reviewed the proposed budget as presented by Mayor
Swaim. There was a general discussion regarding several areas of
the budget.
Review of the Police Department Budget was as follows: Salaries
(incl. Hol. Pay (65), Acct. No. 5010, Proposed 1993 budget was
changed from 1,417,788 to 1,421,422, Educational Incentive, Acct.
No. 4010, Proposed 1993 budget was changed from 4,300 to 3,634.00,
making Police Department Total adjusted from 2,103,088.00 to
2,106,722.00.

MUNICIPAL COURT:
PROPOSAL -- Furniture for Municipal Judge.
Cost: $3,000.00
A general discussion ensued regarding carpeting the courtroom at
the Police Department and furniture desired by Municipal Judge
Batton.
Alderman Reedie Ray moved, seconded by Alderman Smith that the
courtroom be carpeted and $3,000.00 be used to purchase furniture
for the office of Municipal Court Judge Robert Batton with both
expenditures from the Small Court Claims Fund. MOTION FAILED.
More discussion followed with the general consensus of the Council
expressed by Alderman Knight; that the carpet be replaced in the
courtroom with another proposal for furniture for the office of the
Municipal Judge to be submitted after payment for the carpet from
the Small Claims Court Funds is made.
Alderman Knight moved, seconded by Alderman Wilson that PROPOSED
items 1, 4, 5 and five police cars be funded from the Equipment
Fund. MOTION CARRIED.
The remainder of the proposed 1993 were reviewed with no other
changes made is the budget as submitted by Mayor Swaim.
