ORDINANCE NO. 1025 (18-94)
AN ORDINANCE MODIFYING ORDINANCE NO. 1016, JACKSONVILLE
MUNICIPAL CODE 3.08 ET. SEQ., AND THE CITY OF JACKSONVILLE
PURCHASING MANUAL FOR GUIDANCE AND USE BY THE CITY OF
JACKSONVILLE PURCHASING DEPARTMENT AND EMPLOYEES; AND, FOR
OTHER PURPOSES.

WHEREAS, recent practices have revealed needed
modification in the City of Jacksonville Purchasing Manual,
used for guidance and direction by the City Purchasing
Department and employees; and,
WHEREAS, modification of the Purchasing Manual for the
City of Jacksonville will serve as a guideline and direction
for the Purchasing Department and City employees.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: Ordinance No. 1016, Jacksonville Municipal
Code 3.08 et. seq., and Section III(E), Page III - 21 of the
City of Jacksonville Purchasing Manual shall be amended to
include the following:
7. Contract Change Order
A Reconciliation change order shall require a
department head recommendation signature, an
acceptance signature by said contractor and approval
signature by the Mayor. The City's change order
goal is not to exceed twenty per cent (20%) of
contract value. If for any reason a contract
exceeds the twenty per cent (20%) objecti ve, the
Mayor will be responsible for advising the City
Council of said overages and these overages must be
approved by the City Council. See Reconciliation
Change Order Form Sec. VI-14.
SECTION TWO: Ordinance No. 1016, Jacksonville Municipal
Code 3.08, et. seq., and Section VI of the City of
Jacksonville Purchasing Manual shall be amended to inc! ude
the following: Page VI-14 RECONCILIATION CHANGE ORDER (as
attached hereto and made a part hereof).
SECTION THREE: All Ordinances or Parts of Ordinances in
conflict herewith are hereby repealed to the extent of said
conflict.
SECTION FOUR: This Ordinance shall be in force from and
after its date of passage in accordance with Arkansas law.
