REGULAR CITY COUNCIL MEETING - CITY HALL - # 1 INDUSTRIAL DRIVE The City Council of the City of Jacksonville, Arkansas met in Regular Session on June 4, 1992, at the regular meeting place of the Council. Alderman Robert Lewis delivered the invocation after which Vice Mayor Reedie Ray led the standing audience in the "Pledge of Allegiance" to the flag. ROLL CALL: Aldermen: Knight, Smith, Lewis, Sansing, Wilson, Fletcher Williamson, and Twitty were present. PRESENT, nine (9), ABSENT, (1). Mayor Tommy Swaim, who was away on official business, and Alderman Phil Keaton were absent. Vice Mayor Ray also answered ROLL CALL and declared a quorum. Others present for the meeting: City Attorney Robert E. Bamburg, Personnel Director and Mayoral Aide Michael Beeman, Deputy City Clerk Susan Goings, City Engineer Duane Reel, Police Chief Don Tate, Fire Chief Rick Ezell, other city employees, interested citizens and members of the press. PRESENTATION OF MINUTES: Vice Mayor Ray presented the minutes of the Regular City Council Meeting of May 21, 1992 for study and action at the next Regular City Council Meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Smith moved, seconded by Alderman Sansing that the minutes of the Regular City Council Meeting of May 7, 1992 be APPROVED. MOTION CARRIED. CONSENT AGENDA: ANIMAL CONTROL DEPT: Alderman Wilson moved, seconded by Alderman Knight that the Regular Monthly Report for May 1992 of the Jacksonville Animal Control Dept. which reflected no contributions, Adoptions/Fines of $568.00, Security Deposits of $125.00 for total receipts of $ 693.00. ROLL CALL: Aldermen: Knight, Sansing, Wilson, Fletch-er, Williamson, and Twitty voted AYE. MOTION CARRIED. DEVIATION IN AGENDA: Alderman Marshall Smith recognized Mr. Skip Spears as the new Public Coordinator for the City of Jackson-ville. Vice Mayor Ray welcomed Mr. Spears to the City Staff. RESUME AGENDA: WATER DEPARTMENT: CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING JUNE 4, 1992 7:00 P.M. - 7:15 P.M. SEWER DEPARTMENT: FIRE DEPARTMENT: RESOLUTION 450 (#8-92) Mutual Aid Agree-ments. A RESOLUTION PROVIDING FOR ENHANCED FIRE PROTECTION THROUGH MUTUAL AID AGREEMENTS WITH SURROUNDING FIRE DEPARTMENTS; Alderman Fletcher moved, seconded by Alderman Wilson to read Resolution 450. MOTION CARRIED. Resolution 450 was read in its entirety by City Attorney Robert Bamburg. Alderman Fletcher moved, seconded by Alderman Wilson to approve Resolution 450 (#8-92) ROLL CALL: Alderman Knight, Smith, Lewis, Sansing, Wilson, Fletcher, Williamson, Twitty voted AYE. NAY (0). Motion received nine (9) affirmative votes, (0) nega-tive votes. MOTION CARRIED. Vice Mayor Ray invited any discussion for Resolution 450. City Attorney Robert Bamburg commented that this resolution was of a housekeeping nature and was not unusual. POLICE DEPARTMENT: Proposed Expansion of the City of Jackson-ville Police Department. Alderman Wilson asked to be recognized in order to speak on behalf of the expansion. He related that at this time he felt that the Council should make a motion to proceed with final sketches. Alderman Knight asked for clarification can the "Proposed and Possible Additional Expansions.” Alderman Wilson related that this would be an item for further discussion expressing that he felt the Council would want to go ahead with completed sketches along with alternate bids. He further expressed that funding would determine the ability to complete the additional possible expansion aside from the "Pro-posed Expansion". He added that it would be more cost effective to fund both expansions opposed to one and then the other. Alderman Fletcher asked if the "Proposed Expansion" would bring staff from the 01d City Hall building back into the Police Sta-tion. Chief Tate related that it would not. The general consensus of the Council was that the Mayor proceed with architechtural work on tile expansion. MOTION CARRIED.
