REGULAR CITY COUNCIL MEETING - CITY HALL - #1 INDUSTRIAL DRIVE The City Council of the City of Jacksonville, Arkansas met in Regular Session on July 2, 1992, at the regular meeting place of the Council. Alderman Reedie Ray delivered the invocation after which Mayor Tommy Swaim led the standing audience in the "Pledge of Allegiance" to the flag. ROLL CALL: Aldermen: Smith, Lewis, Sansing, Ray, Wilson, and Williamson were present. Alderman Knight and Alderman Fletcher arrived immediately after ROLL CALL. PRESENT, eight (8) ABSENT, (2). Alderman Phil Keaton and Alderman Avis Twitty were absent. Mayor Swaim also answered ROLL CALL declared a quorum. Others present for the meeting: City Attorney Robert E. Bamburg Personnel Director and Mayoral Aide Michael Beeman, Deputy City Clerk Susan Goings, City Engineer Duane Reel, Finance Director Paul Mushrush, Police Chief Don Tate, Fire Chief Rick Ezell, other city employees, interested citizens and members of the press. PRESENTATION 0F MINUTES: Mayor Swaim presented minutes of the Regular City Council Meeting of June 18, 1992, as corrected for study and action at the next City Council Meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Smith moved, seconded by Alderman Ray that the minutes of the Regular City Council Meeting of June 4, 1992 be AP-PROVED. MOTION CARRIED. CONSENT AGENDA: WATER DEPARTMENT: SEWER DEPARTMENT: FIRE DEPARTMENT: REQUEST TO ACCEPT BID/CENTRAL FIRE STATION EXPANSION (Bid Sheet information included in these minutes.) Mayor Swaim stated that the addition will house the Ladder truck that was discussed at budget time, adding that it should arrive in September ahead of schedule. The ability for expansion with construction of a second story for additional office space is built into the plan. CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING JULY 2., 1992 7:00 P.M. - 7:35 P.M. Alderman Knight moved, seconded by Alderman Williamson to accept the low bid of $108,400.00 from Versatile Inc. to be appropriat-ed from the Capital Improvement Fund. Mayor Swaim pointed out that the office of the fire inspector is located in the old city hall building and that he would be moved back to Central Fire Station when the expansion is completed. At this time a voice vote was taken and the MOTION CARRIED. POLICE DEPARTMENT: STREET DEPARTMENT: PARKS AND RECREATION DEPAERMENT: SANITATION DEPARTMENT: REQUEST TO ACCEPT BID FOR BALER//COMPAC-TOR. (Bid sheet included in these minutes.) Mayor Swaim pointed out that the city is unable to sell plastics unless they are graded and put into certain kinds of containers or baled. He added that all plastics received up to the present time, 2200 lbs., was given away die to lack of a storage place. He related that the minimum load accepted by those who buy the plastics is from thirty to forty thousand pound loads and should be baled in six hundred to a thousand pound bale. It was pointed out by Mayor Swaim that previous bids were thrown out due to the wide expanse between the bids. He said that he and the Purchasing Agent viewed baler/compactors and came up with the specification of baling to a certain size or compacting to a certain density as used in the bid process. He related that all bids meet the specifications and that the second bidder feels that his bid is the best due to his machine having a larger cylinder. Mayor Swaim pointed out that recycling costs will always be greater than the amount received for the sale of those items recycled will not cover the cost of the process. Alderman Fletcher encouraged the working together of the cities, Metroplan and the State of Arkansas in recycling endeavors. CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING JULY 2., 1992 7:00 P.M. - 7:35 P.M. Mayor Swaim noted that a solid waste district, of which Jackson-ville is a member, has been set up adding that his is a member of the board. He pointed out that Mr. Beeman is a member of a subcommittee related to the solid waste disposal efforts and that meetings are held monthly to find solutions to the solid waste problems within the state. He noted that there is possibility buy-in costs involved in belonging to a solid waste district may be offset by the City of Jacksonville with the tub grinder and the baler accepted as part of the regional facility equipment. He said there is no options with regard to tires, noting that a $5.00 fee is charged in the event one is deposited at the land-fill. He related that paint cans, motor oil, paint thiner, transmission fluid, household cleaner containers etc. cannot be deposited at the landfill as well. He said that the solid waste disposal operation in the city has gone about as far as it can and is at the point of modification at this time. He said that a curbside pick-up pilot program may begin in early fall. Alderman Ray moved, seconded by Alderman Knight that the low bid in the amount of $27,946.95 to be taken from the Equipment Fund, for a semiautomatic closed door horizontal baler from J.V. Manufacturing be accepted. MOTION CARRIED. PLANNING COMMISSION: GENERAL: APPOINTMENTS: a. REAPPOINTMENT of Dr. Lindy Bollen Sr. to the HOSPITAL COM-MISSION for a five (5) year term to expire 6/30/07 Alderman Wilson moved, seconded by Alderman Ray that Dr. Lindy Bollen Sr. be reappointed to the Hospital Commission for a five (5) year term to expire 6/30/97. MOTION CARRIED. b. APPOINTMENT of Mr. Jack Patton to the PLANNING COMMISSION to serve the unexpired term, ending 1/1/95, of Mr. Frank Dowd Alderman Wilson moved, seconded by Alderman Williamson that Mr. Jack Patton be appointed to the JACKSONVILLE PLANNING COMMISSION to serve the unexpired term, ending 1/1/95, of Mr. Frank Dowd. MOTION CARRIED. CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING JULY 2., 1992 7:00 P.M. - 7:35 P.M. ANNOUNCEMENTS Mayor Swaim pointed out that the Municipal League Meeting was a success. He further pointed out that 480 cities belong to the Municipal League and over 1,000 people attended the meetings expressing that some of the things agreed upon affect smaller cities differently than larger cities. Mayor Swaim congratulated the Police Department on its recent drug bust where property has been confiscated, which sill benefit the city. He expressed that the drug interdiction program was responsible for the benefits to the city. Mayor Swaim expressed appreciation for the way the Jacksonville papers carried the story. In addition Mayor Swaim announced that at the Municipal League the City of Jacksonville won a four star award for excellence in the area of loss control, employees safety, wellness, vehicle safety, and prevention of legal liability. Mayor Swaim announced that there had been an increase in the employee insurance which had been budgeted for and that the increase was not passed on to the employees. ADJOURNMENT: Alderman Wilson moved, seconded by Alderman Knight that the meeting adjourn at approximately 7:35 p.m. MOTION CARRIED.
