REGULAR CITY COUNCIL MEETING - CITY HALL - #1 INDUSTRIAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in Regular Session on July 16, 1992 at the regular meeting place of the Council. Alderman Marshall Smith delivered the
invocation after which Mayor Swaim led the standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL:
Aldermen: Smith, Lewis, Sansing, Wilson, Fletcher and William-son answered ROLL CALL. Alderman Twitty came in immediately after ROLL CALL. Aldermen Knight, Ray and Keaton were
absent. PRESENT, seven (7), ABSENT, (3). Mayor Tommy Swain also an-swered ROLL CALL and declared a quorum.
Others present for the meeting: City Attorney Robert E. Bamburg, Personnel Director and Mayoral Aide Michael Beeman, Deputy City Clerk Susan Goings, City Engineers Duane Reel, Fire
Chief Rick Ezell, Finance Director Paul Mushrush, Public Works Coordinator Skip Spears, other city employees, interested citizens and mem-bers of the press. Special guests were
Jack McKelvey and Josh Davidson of Boy Scout Troop #55.
PRESENTATION OF MINUTES:
Mayor Swaim presented the minutes of the Regular City Council Meeting of July 2, 1992 for study and action at the next Regular City Council Meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Lewis moved, seconded by Alderman Sansing that the minutes of the Regular City Council Meeting of June 18, 1992 be APPROVED. MOTION CARRIED.
CONSENT AGENDA: FIRE DEPT:
Alderman Lewis moved, seconded by Alderman Smith that the Regular Monthly, Report for May 1992 of the Jacksonville Fire Department which revealed an estimated fire loss of $103,550.00
for the month of June. ROLL CALL: Aldermen: Smith, Lewis, Sansinq Wilson, Fletcher, Williamson, and Twitty voted AYE. MOTION CARRIED.
ANIMAL CONTROL DEPT
Alderman Lewis moved, seconded by Alderman Smith that the Regular Monthly Report for May 1992 of the Jacksonville Animal Control Dept. which revealed $20.00 in contributions, Adoption/Fines
of $648.00, Security Deposits of $325.00 for total receipts of $ 993.00 ROLL CALL: Aldermen: Smith, Lewis, Sansing, Wilson, Fletcher, Williamson, and Twitty voted AYE. MOTION CARRIED.

MUNICIPAL COURT (Probation Officer)
Alderman Lewis moved, seconded by Alderman Smith that the monthly report for June 1992 from Probation Officer Mike Mahone be AP-PROVED. Said report reflects cases month ending May
30, 1992, 127. Cases added in Month of June, 1992, nine (9), Probation) completed, Month ending June 30, 1992 – 7, for TOTAL CASES AS OF JUNE 129. Number of Juveniles on Probation
eight (8). TYPES OF CASES REFERRED IN MONTH OF JUNE 1992:
Battery, - 1, Criminal Trespass, - 1, Minor In Possession Of Intoxicants - 3, Theft Of Property - 3, Theft by Receiving, - 1. ROLL CALL: Aldermen: Knight, Smith, Lewis, Ray, Wilson,
Fletcher, Keaton, and Twitty voted AYE. NAY 0. Motion received eight (8) affirmative votes, (0) negative votes. MOTION CARRIED.
WATER DEPARTMENT:
SEWER DEPARTMENT:
FIRE DEPARTMENT: Authorization for Fire Department to prepare specs and solicit bids for a RESCUE UNIT.
Fire Chief Ezell related to the Council the need for the equip-ment. He said that the unit now used is not sufficient to carry all equipment needed in rescue attempts as he explained
the need for hauling a boat and scuba gear.
He said that the old rescue unit should be sold in auction.
Alderman Sansing moved, seconded by Alderman Smith that the Fire Department prepare specs and solicit bids far a RESCUE UNIT with payment of the same from Ambulance Membership Funds.
MOTION CARRIED.
POLICE DEPARTMENT:
ADDITION TO AGENDA: REQUEST TO ACCEPT BID / AIR CONDITIONING UNIT
Mayor Swaim related that the unit had to be replaced between Council Meetings and that three quotes were received. He asked that the Council consider the item of business at the
meeting.
Alderman Smith moved, seconded by Alderman Wilson that the item of approving the purchase of an air conditioning unit for the Police Department be placed on the Agenda for action.
MOTION CARRIED.

Alderman Smith moved, seconded by Alderman Wilson that the item of approving the purchase of an air conditioning unit for the Police Department be placed on the Agenda for action.
MOTION CARRIED.
Mayor Swaim pointed out that three quotes were received as fol-lows: MEREDITH AIR CONDITIONING AND REFRIGERATION $7,444.50 JACKSONVILLE HEAT AND AIR CONDITIONING $6,319.00 AND BOYD
AND KELLEY $7,183.25
He said that the unit will not accommodate the improvements to the department.
Alderman Wilson moved, seconded by Alderman Williamson that the low bid of $6,319.00 from Jacksonville Heat and Air Conditioning be ACCEPTED with payment from the CONTINGENCY FUND.
MOTION CARRIED.

ADDITION TO AGENDA: FINAL PLAT ARKANSAS FEDERAL CREDIT UNION
City Engineer Reel explained that the plat was approved at the Planning Commission Meeting of July 13, 1992 and requested that the Council give consideration to action on the item.
He said that due to additional land purchases the Credit Union desires to plat all properties together making it possible to have a better legal description of the same.
Alderman Smith moved, seconded by Alderman Sansing that the item of a Final Plat for the Arkansas Federal Credit Union be placed on the Agenda for action. MOTION CARRIED.
Alderman Smith moved, seconded by Alderman Lewis that the FINAL PLAT OF THE ARKANSAS FEDERAL CREDIT UNION BE APPROVED. MOTION CARRIED.

ANNOUNCEMENTS
Mayor Swaim announced that a Public Hearing regarding a Regional Solid Waste Facility is scheduled for August 13, 1992 in the Pulaski County Administration Building, Room 401 in
Little Rock
He also announced that a Public Hearing regarding the sale of Revenue Bonds for Rebsamen Regional Medical center is scheduled for August 6, 1992.

Alderman Wilson moved, seconded by Alderman Sansing that the meeting adjourn at approximately 7:20 p.m. MOTION CARRIED.
