The City Council of the City of Jacksonville, Arkansas met in Regular Session on January 16, 1992, at the regular meeting place of the Council. Alderman Reedie Ray delivered the invocation
after which Mayor Swaim led the standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL:
Aldermen: Knight, Smith, Sansing, Ray, Wilson, Williamson, Keaton and Twitty were present. Alderman Lewis came in at approximate-ly 7:06 p.m. and Alderman Fletcher came in at approximately
7:02 p.m. PRESENT, TEN (10) ABSENT, (0). Mayor Swaim also answered ROLL CALL and declared a quorum.

PRESENTATION OF MINUTES:
Mayor Swaim presented the minutes of the Regular City Council Meeting of January 2, 1992, for study and action at the next Regular City Council Meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Smith moved, seconded by Alderman Ray that the minutes of the Regular City Council Meeting of December 19, 1991 be APPROVED. MOTION CARRIED.

Alderman Knight moved, seconded by Alderman Wilson that the 1991 ANNUAL report from the Jacksonville Animal Control Department be APPROVED; said report reflects Contributions $135.00,

FIFE DEPARTMENT:
Alderman Knight moved, seconded by Alderman Wilson that the regular monthly report for the month of December, 1991 from the Jacksonville Fire Department which reflects an estimated
fire loss of $43,450.00 be APPROVED. ROLL CALL: Aldermen: Knight, Smith, Smith, Sansing, Ray, Wilson, Fletcher, Williamson, Keaton and Twitty voted AYE. NAY (0). Motion received

WATER DEPARTMENT: ANNUAL REPORT/by Mr. Ken Anderson
Mr. Anderson expressed that Mr. Par Wilson, scheduled to make the Annual report, sent his regrets to the City Council that, due to illness, he was not able to attend the meeting.
He verbalized the report, included in the State of the City Report. Points of interest were: Water Production totals, 1.6 billion gallons in 1991 which is a 5.3% increase over
1990, Customer base increase / 1991- 7,891/ 1992 7,932, water loss in the City, national average between five and ten percent, city loss in 1991 was 6.2% and has been within
this range for the past three years. He added that a major cause of water loss is

from water main breaks and fire protection. He said that nine employees are licensed by the Arkansas Department of Health and that all other employees are encouraged to pursue
their license so that the professionalism of the staff would be enhanced.
He pointed out that Sunnyside Addition Phase III, McArthur Drive, the East Treatment Plant and the Marshall Road elevated water storage tank have been improved in particular ways during
the year 1991.
He said that there had been 145 major water line repairs during the past year as well as ten fire hydrant repairs, the installa-tion of one new fire hydrant and 31 new valves. He
related that there were 68 new service connections made within the city lim-its, 9,261 service calls, 3,938 meter investigations and 2,346 maintenance and leak investigations and
service line repairs.
A Short discussion ensued as explanation was made by Mr. Anderson regarding the meter investigations.
Mayor Swaim expressed appreciation for the good report. He explained that the two utilities, the Water and Wastewater, oper-ate on their own and are not funded from the General Fund;
that their funding is generated by their fees.
SEWER DEPARTMENT: ANNUAL REPORT/JOAN ZUMWALT
Mrs. Zumwalt, Chairman of the Wastewater Commission, was rec-ognized by Mayor Swaim and made reference to the written report which was distributed to the City Council at the meeting.
She expressed appreciation for the opportunity to address the Coun-cil.
She voiced that the only safety award for cities of five thousand population and larger in the State of Arkansas, given by the Arkansas Water Pollution Control Association was received
by the Wastewater Utility.
She said that the EPA audit documentation for funding showed no discrepancies and gave the utility a good grade.
She related that considerable consideration for the rehab of Sewer lines and the northeastern pump station will be given to the System in 1992.

She recognized Mr. Dick Morris, Manager of the Wastewater Utili-ty, who pointed out rehabilitation efforts in Sunnyside Hills addn.
He projected that all sliplining in the subdivision will be complete by the middle of 1992.
He said that there have been very few manhole overflows in the past year explaining that repairing manholes requires greater efforts than the sliplining process.
Alderman Lewis commented that residents in the Sunnyside Addition have expressed that they are well pleased with the progress made in their area.

At this point, Mayor Swaim recognized Mr. Robert Stroud, Chairman of the Parks and Recreation Commission to comment.
Mr. Stroud commented that construction is coming to a close in Dupree Park. He said that a survey was made in 1991 of all playground equipment, of which 90% was outdated or
unsafe. He related that the problem is being addressed.
He Pointed out that there are new people on the Commission and. that "brain-storming" meetings are being held as well as regular meetings and that good things are being planned for
the City of Jacksonville. He said that it is hoped that by 1995 a multi-purpose facility wi11 be available to the citizens of the city.
Mayor Swaim expressed appreciation for Mr. Stroud’s service on the Parks Commission over the past two years.
DEVIATION IN AGENDA: FINANCIAL REPORT BY FINANCE DIRECTOR GENE KELLEY
Mayor Swaim pointed out that Mr. Kelley will be retiring the first of March.

He related that there was a profit of $1,183.00 in operations in the Sanitation Department Funds in the year 1991 plus interest income for a total of $222,651.00. He pointed out
that deprecia-tion was fully funded and that the new garbage trucks are already paid for and funds are set aside for the trash loader.
He pointed out that for a budget of $5,782,150.00 anticipated receipts were miscalculated by $108.92. He said that on the expenditure side, there is over $149,000.00 left in the
expendi-ture budget, that $75,000.00 is an ending balance with $74,000.00 which could be spent; $70,000.00 in undesignated funds in the Contingency Fund and $4,000.00 available to
be spent. He related that the cash position of the General Fund is better than last year at this time.
SANITATION DEPARTMENT:
PLANNING COMMISSION: WOODCUTT SUBDIVISION
City Engineer Real addressed the item of business before the Council. He related that the subdivision is located at the intersection of Ray Rd. and Stanphil1e Rd. and that the
property owner is Mrs. Ann Wood. He pointed out that at the request of the Planning Commission the plat was finalized.
Alderman Knight moved, seconded by Alderman Smith that the FINAL PLAT OF WOODCUTT SUBDIVISION be APPROVED. MOTION CARRIED.
b. ORDINANCE 964 (#3-92) Rezoning from R-3 to C-2 (General Location: Property between Warren St. and Dupree Dr.)
AN ORDINANCE RECLASSIFYING PROPERTY IN THE CITY OF JACKSONVILLE, ARKANSAS, (General Location: Property between Warren St. and Dupree Dr.) AMENDING ORDINANCES 213 AND 238 OF THE CITY
OF JACK-SONVILLE, ARKANSAS; AND, FOR OTHER PURPOSES.
Aldermen Wilson moved, seconded by Alderman Smith , that Ordinance be placed on FIRST READING. ROLL. CALL: Alderman: Knight, Smith, Lewis, Sansing, Ray, Wison, Fletcher,

Mayor Swaim pointed out that the public hearing was duly held as advertised and that the property is located behind the Standard Auto Parts Store on Dupree Drive.

GENERAL: a. REQUEST TO APPROVE COMPREHENSIVE HOUSING AFFORDABIL- ITY STRATEGY (CHAS)
Mayor Swaim pointed out that the item of business is before the Council due to Federal Mandated which have been handed down to cities and introduced Mr. Rick Hudd1eston of Metroplan
Organiza-tion to address the Council.
Mr. Huddleston opened the floor for questions and upon request by the Mayor explained the purpose of Chas. He said that CHAS replaces the old Housing Affordability P1an (HAP);
the main difference being that plans are made for five years instead of three and is inclusive of other organizations within the city which are connected with federally funded
housing.

Alderman Fletcher expressed concerns regarding situations where unauthorized persons live in homes and abuse the program.
Mr. Huddleston related that the responsibility of such abuse lies with the Housing Authority or HUD.
He said that there is greater need now for affordable housing for women, heads of household, who are single parents.
Alderman Fletcher expressed concern for property values in rela-tion to the number of low rent areas within the city also voicing concern for persons in need of affordable housing.
Mr. Huddleston pointed out that no local tax dollars will be imposed in the initiation of the program.
He related that in the future the city will have opportunity to make decisions with regard to tax dollar usage and HUD housing.
Mayor Swaim pointed out that a total review was made of the Federal funding and that paper work has changed with regard to the program. He noted that there were public hearings
before changes were initiated.
Mr. Huddleston said that the program is a projection for the next five years.
Alderman Knight moved, seconded by Alderman Wilson that the Comprehensive Housing Affordability Program for the City of Jacksonville be APPROVED. MOTION CARRIED.
b. STATE OF THE CITY REPORT
Mayor Swaim gave a report of the status of the City of Jackson-ville. Points of interest in the report were that funds pro-jected for the 1991 budget came in on target, that the
West Main Street Extension was opened to traffic and that traffic signals at Trickey Lane were installed in 1991. He voiced that traffic lights and the widening of the intersection
of Martin Street and Hwy 161 was completed during the year. He related that $480,000.00 was approved by the Council to be used toward drainage projects within the city limits,
some projects continu-ing into 1992 with $210,000.00 added from the Street budget for use in the current year, 1992. He pointed out that the purchase of a ladder truck will help
to lower insurance rates and six additional employees for the Fire Department were approved by the Council. Mayor Swaim pointed out also that a new police chief

was hired in 1991 and that the department has taken on a positive posture and is continually striving to improve service to the citizens of Jacksonville. He noted that seven new
patrolmen slots were approved by the Council.
He reminded the Council of State mandates with regard to recy-cling pointing out that a grant of $125,000.00 was received by the City of Jacksonville for aid in the purchase of a
tub grin-der. He noted that the by product of the service is providing, at no charge at this time, compost materials for the citizens adding that it will be sold in the future.
He pointed out that has been good response from local residents in recycling efforts. He related that aluminum, paper and number one and two plastics are being collected at this
time and that markets for other recyclable materials are being sought.
He pointed out that there was an increase of 450 new jobs during the year 1991 due to the expansion of existing industries.
He informed the Council that the projected date of December 1992 seems realistic for completion of the dioxin clean-up at the Vertac Plant as he related efforts underway on site
at this time
He noted that there was no tax increase imposed in 1992 budget preparations and that there has not been since 1987.
He expressed thanks to the citizens of the City of Jacksonville for the privilege to work with them in making the city a wonder-ful place to live and raise their families.
He pointed out that the City of Jacksonville is fortunate in that there are no plans to raise taxes or cut services during the year 1992 adding that at some point in time a tax increase
is inevi-table.
He expressed appreciation to the Water, Wastewater and Parks & Recreation Departments for the good job they are doing.
ANNOUNCEMENTS:
Alderman Smith announced a meeting of the Recycling Committee for Thursday, January 23, 1992 at City Hall.
Mayor Swaim announced that on February 6, 1992 a public hearing will be held during the Regular city Council Meeting with regard to an increase proposed by the Wastewater Utility.

He added that on February 20, 1992 a public hearing will be held during the Regular City council Meeting with regard tot he land use map of the City of Jacksonville.
Alderman Wilson voiced that the City Council as a hole is apprecia-tive of the Mayor’s good work, especially in financial areas, and encouraged that he take a well deserved vacation.
