REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City
of Jacksonville, Arkansas met in regular session on October 17, 2013 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Mayor Fletcher led
a standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, and Howard answered roll call. Mayor
Fletcher also answered ROLL CALL declaring a quorum. PRESENT EIGHT (8), ABSENT (2).
Others present for the meeting were: City Attorney Robert Bamburg, IT Director Barbara McDaniel,
Director of Administration Jim Durham, Finance Director Cheryl Erkel, Public Works Director Jim Oakley, Human Resource Director Jill Ross, City Engineer Jay Whisker, Parks and Recreation
Director Kevin House, Police Chief Gary Sipes, CDBG Director Theresa Watson, Fire Chief Alan Laughy, 911 Communications Director Tabby Hughes, Planning Commissioner Jim Moore, Virgil
and Geneva Healey, Larry and DeDe Johnny Simpson, interested citizens, and members of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City
Council meeting of October 3, 2013 for approval and/or correction at the next regularly scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Howard moved,
seconded by Alderman Bolden that the minutes of the regular City Council meeting of 19 September 2013 be APPROVED. MOTION CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/FIRE DEPARTMENT
Alderman Elliott moved, seconded by Alderman Ray to approve the regular monthly report for September 2013 from the Jacksonville Fire Department, reflecting a fire loss of $146,500.00
and a savings total of $291,000.00.

Alderman Elliott moved, seconded by Alderman Ray to approve the Regular Monthly Report for September 2013
regarding annual crime statistical comparisons.

PLANNING COMMISSION: ORDINANCE 1500 (#31-2013)
AN ORDINANCE VACATING AND CLOSING A PORTION OF TRIX DRIVE, JACKSONVILLE, ARKANSAS (GENERAL
LOCATION: THAT PORTION OF TRIX DRIVE BEGINNING APPROXIMATELY TWO HUNDRED FIFTY FEET (250’) FROM THE INTERSECTION OF WEST MAIN AND TRIX DRIVE, JACKSONVILLE, ARKANSAS); AND, FOR OTHER
PURPOSES.
City Engineer Whisker related that Ordinance 1500 is being recommended for approval from the Planning Commission. He then explained that the Lomanco owns both sides of the
street, noting that Lomanco’s parking lot is located there and they are proposing to gate the road to prevent traffic in the parking area.
Alderman Ray moved, seconded by Alderman
McCleary that Ordinance 1500 be placed on FIRST READING. ROLL CALL: Aldermen Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, and Howard voted AYE. NAY (0). MOTION CARRIED.
Whereupon City Attorney Bamburg read the heading of Ordinance 1500.

AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1500.
