1411 ORDINANCE NO. 1411 ( #16 - 10) AN ORDINANCE ADOPTING A FISCAL BUDGET FOR 2011; MAKING APPROPRIATIONS AND AUTHORIZING EXPENDITURES FOR OPERATION OF VARIOUS DEPARTMENTS OF CITY GOVERNMENT; FOR THE PURCHASE OF MATERIALS, SUPPLIES, EQUIPMENT, AND SERVICES COVERING GENERAL FUND OPERATIONS, STREET FUND, EMERGENCY MEDICAL SERVICES FUND, AND SANITATION FUND; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS: SECTION ONE: The Budget for the operation of the various Departments of the 2011 General Fund of the City of Jacksonville, Arkansas, shall be as follows: Estimated Funds Available for the 2011 General Fund: $ 18,946,105 Budgeted Disbursements for 2011: 1. General Government $ 1,990,372 2. Public Safety 12,368,803 ' 3. Judicial 503,829 4 4. Public Works 4,083,101 TOTAL $ 18,946,105 SECTION TWO: The Budget for operation of the 2011 Street Fund of the City of Jacksonville, Arkansas, shall be as follows: Estimated Funds Available for the 2011 Street Fund: $ 2,779,246 Budgeted Disbursements for 2011: $ 2,779,246 SECTION THREE: The Budget for operation of the 2011 Sanitation Fund of the City of Jacksonville, Arkansas, shall be as follows: Estimated Funds Available for the 2011 Sanitation Fund: $ 1,289,750 Budgeted Disbursements for 2011: $ 1, 716,583 SECTION FOUR: The Budget for operation of the 2011 Emergency Medical Services Fund of the City of Jacksonville, Arkansas, shall be as follows: Estimated Funds Available for the 2011 EMS Fund: $ 1,051,950 Budgeted Disbursements for 2011: $ 1,051,867 Appendix D ORDINANCE NO. 1411 ( #16 — 10) Page Two I SECTION FIVE: In adopting budget expenditures and salary rates, the City Council specifically adheres to the City's Salary Plan, which includes salaries based on external prevailing salary rates. To the extent that this Plan can be supported by current revenue projections, the City Council does so in its belief that the Salary Plan, as adopted, provides updated and equitable salaries for all City employees. SECTION SIX: The appropriations made herein include additional pay for holidays for all agents and employees of the City of Jacksonville, Arkansas, including, but not limited to, uniformed employees as provided for and by the laws of the State of Arkansas. The appropriations made herein shall not include any expenditure(s) over and above the income received and monies held by the City. A full and complete copy of the 2011 Annual Budget, as approved, shall be attached hereto and made a part hereof. SECTION SEVEN: All Ordinances or parts thereof in conflict herewith are hereby repealed to the extent of said conflict. SECTION EIGHT: If the City Government is to operate in an economical and efficient manner, it is imperative that a Budget be adopted for the guidance and instruction of said aforementioned funds. Therefore, to promote the public welfare, health, and safety, an emergency is hereby declared to exist, and this Ordinance shall be in full force and effect on and after January 1, 2011.
