1101 <?:lo ORDINANCE NO. 1101 (#11 · 98) AN ORDINANCE IMPLEMENTING A PA Y SCALE FOR THE JACKSONVILLE POLICE DEPARTMENT PER THE INITIA TIVE PETITION APPROVED BY REGISTERED VOTERS OF JACKSONVILL5 ARKANSAS, A T THE NOVEMBER 3, 1998, GENERAL ELECTION; DECLARING AN E,viERGENCY; AND, FOR OTHER PURPOSES. ----------------------------------------------------------------------- ----------------------------------------------------------------------- WHEREAS, Three (3) Initiative Petitions containing ballot titles for presentation to registered voters of the City of Jacksonville at the General Election held November 3, 1998, required a Seven Percent (70~) pay increase, development of a pay scale, and a bi-annual evaluation of current levels of pay for Police Officers, Dispatchers, and Jailers of the Jacksonville Police Department. Said pay increase, scale, and evaluation are to include steps and grades based upon rank and years of service while maintaining the current level of benefits and number of employees within the Department; and, WHEREAS, after confirmation of such petitions by the City Clerk, the questions were referred as presented to the registered voters of the City of Jacksonville at the General Election held on November 3, 1998. In doing so, the registered voters of the City of Jacksonville overwhelmingly supported a Jproval of Ordinances containing such provisions by a vote of 3,688 (740/0) in favor and 1,290 (26%1 against such a proposal. NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: The following issue, having been presented to the registered voters of the City of Jacksonville, Arkansas, at the November 3, 1998, General Election, is hereby implemented: INITIATIVE NUMBER TWO: BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, AN ORDINANCE TO REQUIRE THAT THE CITY OF JACKSONVILLE, ARKANSAS, DEVELOP A PAY SCALE FOR THE POLICE OFFICERS, DISPATCHERS, AND JAILERS EMPLOYED BY THE CITY OF JACKSONVILLE WITH SUCH PAY SCALE TO BE COMPOSED OF STEPS AND GRADES BASED UPON RANK AND YEARS OF SERVICE. SECTION TWO: Provisions shall be made for the development of a Pay Scale to include steps and grades based upon rank and years of service for Police Officers, Dispatchers, and Jailers of the Jacksonville Police Department. SECTION THREE: All ordinances or parts of ordinances and resolutions in conflict herewith are hereby repealed to the extent of said conflict. SECTION FOUR: It is hereby ascertained and declared that this Ordinance is necessary for immediate implementation of the proposed salary increases to insure implementation in the 1999 General Budget Ordinance. Therefore, an emergency is hereby declared, and this Ordinance shall take effect immediately upon passage and publication, as provided by and subject to requirements of applicable law.
