AN ORDINANCE REFERRING THE QUESTIONS OF A PA Y INCREASEJ PA Y SCALE, AND
BI-ANNUAL EVALUA TION OF THE CURRENT LEVELS OF PA Y FOR THE
JACKSONVILLE POLICE DEPARTMENT TO THE REGISTERED VOTERS OF THE CITY
OF JACKSONVILL5 ARKANSAS! A T THE NOVEMBER ~ 199~ GENERAL ELECTION;
DECLARING AN E,viERGENCY; AND, FOR OTHER PURt'OSE~.

WHEREAS, on September 3, 1998, the City Clerk was presented with three (3) Initiative
Petitions Jroported to be signed by over One Thousand (1000) registered voters of the City of
Jacksonville. Said Initiative Petitions include rroposed ballot ti~es for presentation to the registered
voters of the City of Jacksonville at the Genera Election to be held November 3, 1998, in said City the
question of requiring a pay increase, the development of a pay scale, and a bi-annual evaluation of
the current levels of pay for the Police Officers, Dispatchers, and Jailers of the Jacksonville Police
Department. Said pay increase, scale, and evaluation are to include steps and grades based upon
rank and ~ears of service while maintaining the current level of benefits and number of employees
within the Department; and,
WHEREAS, the City Clerk has confirmed and declared that a minimum of Fifteen Percent
g 5%) of the duly registered voters who voted in the last mayoral race (over Eight Hundred ThirtY-five
835) from the Cltr of Jacksonville have signed the Initiative )etitions. As such, the City Council of the
ity of JacksonVille believes it appropriate to refer said questions as presented by the Initiative
Petitions to the registered voters of the City of Jacksonville at the General Election to be held on
November 3, 1998.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCil OF THE
CITY OF JACKSONVillE, ARKANSAS, THAT:
SECTION ONE: It shall be presented to the registered voters of the City of
Jacksonville, Arkansas, at the General Election to be held November 3, 1998, the following questions
as presented by the Initiative Petitions received by the Jacksonville City Clerk on Septemoer 3, 1998:

BE IT ENACTED BY THE PEOPLE OF THE CITY OF
JACKSONVILLE, ARKANSAS, AN ORDINANCE TO AMEND THE
PAY AND BENEFIT PACKAGE FOR THE POLICE OFFICERS,
DISPATCHERS, AND JAILERS EMPLOYED BY THE CITY OF
JACKSONVILLE BY PROVIDING FOR A PAY INCREASE OF
SEVEN PERCENT (70/0) FOR EACH POLICE OFFICER,
DISPATCHER, AND JAILER WHILE MAINTAINING THE
CURRENT LEVEL OF BENEFITS, ALLOWANCES, COST OF

BE IT ENACTED BY THE PEOPLE OF THE CITY OF
JACKSONVILLE, ARKANSAS, AN ORDINANCE TO PROVIDE
THAT THE CITY OF JACKSONVILLE SHALL UNDERTAKE TO
EVALUATE THE CURRENT LEVELS OF PAY FOR THE POLICE
OFFICERS, DISPATCHERS, AND JAILERS EMPLOYED BY THE
CITY AND THE CITY OF JACKSONVILLE, WITH THE GOAL OF
SUCH EVALUATION TO BE TO INCREASE THE CURRENT
LEVELS OF PAY FOR SAID POLICE OFFICERS, DISPATCHERS,
AND JAILERS, WITH SUCH EVALUATION TO BE REVIEWED ON
A BI-ANNUAL BASIS AND TO MAINTAIN THE CURRENT lEVEL
OF BENEFITS PROVIDED TO SAID OFFICERS, DISPATCHERS,
AND JAILERS, AND TO REQUIRE PERIODIC REVIEW AND
EVALUATIONS OF THE PAY AND BENEFIT PACKAGE.

SECTION TWO: All ordinances or parts of ordinances and resolutions in conflict
herewith are hereby repealed to the extent of said conflict.
SECTION THREE: It is hereby ascertained and declared that this Ordinance is
necessary for immediate implementation o'~ the proposed questions to the appropriate County
authorities to insure placement upon the ballot for the November 3, 1998, General Election. Therefore,
an emergency is hereby declared, and this Ordinance shall take effect immediately upon passage and
publication, as provided by and subject to requirements of applicable law.

WHEREAS, Three (3) Initiative Petitions containing ballot titles for presentation to registered
voters of the City of Jacksonville at the General Election held November 3, 1998, required a Seven
Percent (70;0) pay increase, development of a pay scale, and a bi-annual evaluation of current levels
of pay for Police Officers, Dispatchers, and Jailers of the Jacksonville Police Department. Said pay
increase, scale, and evaluation are to include steps and grades based upon rank and years of service
while maintaining the current level of benefits and number of employees within the Department; and,
WHEREAS, after confirmation of such petitions by the City Clerk, the questions were referred
as presented to the registered voters of the City of Jacksonville at the General Election held on
November 3, 1998. In doing so, the registered voters of the City of Jacksonville overwhelmingly
sup Jorted approval of Ordinances containing such provisions by a vote of 3,332 (660/0) in favor and
1,7' 0 (340;0) against such a provision.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY COUNCil OF THE
CITY OF JACKSONVillE, ARKANSAS, THAT:
SECTION ONE: The following issue, having been Jresented to the registered voters
of the City of Jacksonville, Arkansas, at the November 3, 1998, General Election, is hereby
implemented:
INITIATIVE NUMBER ONE: BE IT ENACTED BY THE CITY COUNCil OF THE CITY OF
JACKSONVillE, ARKANSAS, AN ORDINANCE TO AMEND THE PAY AND BENEFIT PACKAGE
FOR All EMPLOYEES OF THE CITY OF JACKSONVillE BY PROVIDING FOR A PAY INCREASE
OF SEVEN PERCENT (70/0) FOR EACH CITY EMPLOYEE.
SECTION TWO: A provision shall be contained in the 1999 General Budget Ordinance
for the Citv of Jacksonville, Arkansas, to include the referenced increases in salary for all above
referencec employees of the City of Jacksonville.
SECTION THREE: All ordinances or parts of ordinances and resolutions in conflict
herewith are hereby repealed to the extent of said conflict.
SECTION FOUR: It is hereby ascertained and declared that this Ordinance is
necessary for immediate implementation of the proposed salary increases to insure implementation
in the 1999 General Budget Ordinance. Therefore, an emergency is hereby declared, and this
Ordinance shall take effect immediately upon passage and publication, as provided by and subject to
requirements of applicable law.
