1096 '\0 ORDINANCE NO. 1096 (#6-98) AN ORDINANCE AMENDING AND MODIFYING THE JACKSONVILLE SAFETY MANUAL FOR GUIDANCE AND USE BY CI I t' EMPLOYEES; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. WHEREAS, officials of the City of Jacksonville, Arkansas, have researc led t le topic of employee health and safety in the work place in an effort to prevent injury, hea'tl hazards, and loss of work hours for employees and citizens a i <e; WHEREAS, research has shown that the present Safety Manual should be amended and modified to include Health issues; and, WHEREAS, the Jacksonville City Council believes it is in the best interest of all employees and citizens to amend and modify tle Jac <sonville Safety Manual. NOW, THEREFORE, BE J T ORDAINED BY THE CITY COUNCIL OF THE cr I t' OF JACKSONVILLE, ARKANSAS, THA T: SECTION ONE: The Jacksonville Safety Manual for the City of Jac"<sonville is hereby amended and modified as fo lows: 1. I he name of the manua' s lal 'Je Clanged from the Jacksonville Safety Manual to the Jacksonville Health and Safety Manual. 2. The Manual shall be modified and amended to include the following information: Bloodborne Pathogens Protection The City of Jacksonvil!e is concerned a 'Jout protecting its employees from HIV virus, Hepatitis B, and all other diseases that are transported by blood and other body fluie1s. Potentia' y infectious materials include t le fo owing fluids: blood, semen, vaginal secretions, brain and spinal fluids, amniotic fluid, pericardial fluid, peritoneal fluid, saliva in dental procedures, any body fluid visibly contaminated with blood and all body fluids where it is difficult to differentiate between body fluids. It also inc'udes any unfixed tissue, organ, or Joe y part. For safety reasons, when coming in contact with these potentially infectious materials an employee should always err on the side of caution and treat every person or material in question as t.lough it were infected. The following precautions are required of a employees who come in contact wit 1 potentia y infectious materials: 1) Latex or vinyl gloves must be worn. Disposable gloves are not to be was l~ or decontaminated for re-use. Gloves are to Je replaced as soon as practical when they become contaminated or as soon as feasib e if tley are torn, punctured, or w len their ability to function as a barrier is compromised. 2) Handwashing witl soap and water is required after removal of gloves when exposed to any potentially infectious materia s. 3) Masks in combination with eye protection devises, such as g09g es or chin length face s lie ds, are required to be worn w lenever splashes, spray, sp atter, or drop ets of Jlood or ot ler potentia y infectious materia s may Je generated and eye, nose, or mouth contamination can reasonably be anticipated~ t-C" .-~\ ORDINANCE NO. 1096 (#6-98) May , 1998 Page Two 4) Areas in whic 1 b ood or other potentia y contaminated materia s are spi led must be cleaned and decontaminated immediately or as soon as feasibly possible. 5) Dispose of all potentially contaminated waste in containers that are closable, puncture resistant, :ea ( proof on the sides and bottom, and labeled or color- coded ~ Hepatitis B vaccines are available to all City of Jacksonville employees who have occupational exposure. A post-exposure evaluation and follow-up are available to emp oyees w 10 lave lad exposure incidents. SECTION TWO: If this Ordinance or any portion thereof are declared void or unconstitutional for any reason, it shall not affect the remaining portions of this Ordinance not declared unconstitutional. SECTION THREE: A I Ordinances or parts of Ordinances in conflict herewith are hereby repealed to the extent of said conflict. SECTION FOUR: It is hereby ascertained and declared that t lis Ordinance is necessary for immediate implementation for health and safety purposes and for greater efficiency in governmental operations.
