1498000048 ORDINANCE NO, 1498 (#29 - 2013) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR REPAIRS MADE TO THE LOOP ROAD BRIDGE; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES, WHEREAS, after an Arkansas Highway Department inspection, the City of Jacksonville was required to make certain repairs and improvements for stabilization of the Loop Road Bridge to provide for the continued safe and effective use of said public roadway; and, WHEREAS, because time was essential to satisfy safety concerns and prevent interruption of traffic patterns in the Eastern portion of the City, qualified experts with Thomco, Inc. of North Little Rock, Arkansas, were able to provide the needed repairs and stabilization pilings and supports quickly, efficiently, and reasonably so as to remove any concerns at this time for continued use of the Loop Road Bridge. Given the circumstances, the City of Jacksonville did not have time to follow normal bidding procedures and requests a waiver of competitive bidding so that the City may authorize payment to Thomco, Inc. for their work and stabilization of the Loop Road Bridge. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OFIACKSONVILLE, ARKANSAS: SECTION ONE; Competitive bidding for the costs of repairs recently completed on the Loop Road Bridge for the City of Jacksonville would have been costly, non-productive, and may have led to potentially greater expense for the City, making said competitive bedding unfeasible and impractical, given the circumstances and conditions. SECTION TWO; Competitive bidding is hereby waived, pursuant to ACA §14-58-383, for payment to Thomco, Inc. of North Little Rock, Arkansas, for their recent work on behalf of the City of Jacksonville. Authorization is hereby given to the Mayor and/or his designated representative(s) to issue payment to Thomco, Inc. in the amount of Twenty-two Thousand Two Hundred Fifty Dollars ($22,250.00) for the emergency repairs Thomco recently completed on the Loop Road Bridge. SECTION THREE; All Ordinances or parts of Ordinances in conflict herewith are hereby repealed to the extent of such conflict. 009049 Ordinance No, 1498 (#29-2013) Page Two SECTION FOUR; This Ordinance, necessary for the improvement of public services and the healthy, safety, and welfare of the citizens of Jacksonville, should be implemented immediately.
