REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of
Jacksonville, Arkansas met in regular session on January 3, 2013 at the regular meeting place of the City Council. Alderman Howard delivered the invocation and Mayor Fletcher led a
standing audience in the “Pledge of Allegiance” to the flag.
ALDERMEN SWEARING-IN CEREMONEY
Justice of the Peace Bob Johnson administered the Oath of Office for Alderman Terry Sansing,
Barbara Mashburn, Mary Twitty, and Alderman Bill Howard.
ROLL CALL: Aldermen: Elliott, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard answered roll call.
Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT NINE (9), ABSENT (1).
Others present for the meeting were: City Attorney Robert Bamburg, Finance Director Cheryl
Erkel, Chief John Vanderhoof, Police Chief Gary Sipes, Director of Administration Jim Durham, City Engineer Jay Whisker, Human Resource Director Jill Ross, Public Works Director Jim
Oakley, CDBG Director Theresa Watson, Parks and Recreation Director Kristen Kennon, 911 Communications Director Tabby Hughes, Glenda Fletcher, Marie Fletcher, Tammy Bourdo, Judy Schuetzle,
Avis Twitty, Jeff Twitty, Sandra Sansing, Beverly Elliott, Bob Stroud, Helen Stroud, Paulette Howard, Brianna Mashburn, interested citizens, and members of the press.
PRESENTATION
OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting of December 20, 2012 for approval and/or correction at the next regularly scheduled City Council
meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Ray moved, seconded by Alderman Sansing that the minutes of the regular City Council meeting of 6 December 2012 be APPROVED.
MOTION CARRIED.

and Clean up
Mayor Fletcher noted that the Sanitation crew has been working 12 hour shifts since the storm. He expressed his appreciation to the crew.
Public Works Director Jim Oakley
stated that the Christmas scheduled had already caused a 2 day delay regarding garbage pickup, but they were able to finish those routes. He stated that the normal route for garbage

start again on Monday. He stated that yard waste pickup is almost three weeks behind due to the
recent storm. He related that the crew is working daylight to dark, 6 days a week. He asked that everyone be patient and they will get a yard waste pickup.
In response to a question
from Alderman Mashburn, Public Works Director Jim Oakley stated that for the storm pickup they are waiving the limb length requirement. He explained that the City has requested a permit
to burn through ADEQ and Pulaski County. He stated that they would be able to handle larger material that would be burned. He added that larger limbs from the storm would be picked
up, but noted that while they would be handling longer material it would still have to fit into the truck, saying that it would need to be no longer than 10’. He then explained that
the pickups are being run by routes but are taking three and four days to compete each route. He stated that they are working the City from west to east.

GENERAL: Rescheduling City Council from January 17th to January 24th
Mayor Fletcher explained a conflict in the next regularly scheduled City Council meeting that the
Winter Municipal League session, noting that the new alderman having signed up for those classes.
Alderman Howard moved, seconded by McCleary to reschedule the next City Council meeting
from January 17th to January 24th. MOTION CARRIED.
