13 APR 04CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 4, 2013 7:00 P.M. – 7:15 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on April 4, 2013 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard answered roll call. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT TEN (10), ABSENT (0). Others present for the meeting were: City Attorney Robert Bamburg, Finance Director Cheryl Erkel, Police Chief Gary Sipes, IT Director Barbara McDaniel, City Engineer Jay Whisker, Director of Administration Jim Durham, Human Resource Director Jill Ross, Public Works Director Jim Oakley, Fire Chief Alan Laughy, CDBG Director Theresa Watson, Parks and Recreation Director Kristen Kennon, Assistant Parks and Recreation Director Kevin House, 911 Communications Director Tabby Hughes, Code Enforcement Officer Charley Jenkins, Water Department Superintendent Jake Short, Johnny Simpson, Jim Moore, Bob & Helen Stroud, Coach Jerry Wilson, interested citizens, and members of the press. Mayor Fletcher recognized Coach Jerry Wilson, explaining to the audience that the City Council adopted two Resolutions supporting Coaches Wilson and Mimms. Coach Wilson presented Mayor Fletcher with a basketball signed by both the varsity girls and boys’ teams. He stated that Jacksonville High School shows its support of their student athletes, saying that they have a great administration and coaches. He added that they strive to represent Jacksonville in a positive manner. He introduced senior players Justin McCleary (MVP) and Brandon Brockley from the 5-A Basketball Champions. . He noted that they are planning to purchase rings for the players, asking for donations to help make that happen. He stated that the accomplishments of both teams are tremendous. MVP Justin McCleary thanked the City Council for their support. Brandon Brockley also thanked everyone. Coach Mimms representing the girls’ team, expressed her appreciation, noting that Jessica Jackson is in New Orleans. She related that Jessica would be playing in the All American Game on Saturday night. She stated that it is a first for her to coach an All American, adding that it may be a first for the City of Jacksonville to have an All American. She related that both teams represented the City well and everyone can be proud of them. She noted that the game is sponsored by the Women’s Basketball Coaches Association, stating uncertainty if the game would be televised. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 4, 2013 7:00 P.M. – 7:15 P.M. Mayor Fletcher stated that there is nothing that makes a community more proud than its youth. He said that schools are what a community is identified by, saying that it is about people, adding that these players represent some of the finest young men and women. He stated that he is very proud of both teams, noting that 97 students carry a 3-point average or above. He encouraged everyone to donate so the students could have their rings. Coach Wilson commended his players for taking their own initiative to play hard and practice even after church on Sunday. He stated that his players will be productive citizens in the community. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of March 21, 2013 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Bolden that the minutes of the regular City Council meeting of 7 March 2013 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTH REPORT/ANIMAL CONTROL Alderman Ray moved, seconded by Alderman Elliott to approve the regular monthly report for March 2013. ADOPTION FEES/FINES $1,640.00 CONTRIBUTIONS 165.00 TOTALS $1,805.00 REGULAR MONTHLY REPORT/ENGINEERING DEPARTMENT Alderman Ray moved, seconded by Alderman Elliott to approve the regular monthly report for March 2013. PLANNING COMMISSION: GENERAL: ORDINANCE 1482 (#13-2013) AN ORDINANCE REMOVING A STRUCTURE AND REAL PROPERTY AT THE LOCATION NOTED BELOW IN JACKSONVILLE, ARKANSAS, FROM THE CONDEMNATION LIST; AND, FOR OTHER PURPOSES. Alderman Ray moved, seconded by Alderman Bolden to place Ordinance 1482 on FIRST READING. ROLL CALL: Aldermen Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1482 (#13-2013), noting that the property address is 119 Roosevelt Road. Alderman Ray moved, seconded by Alderman Bolden to accept Ordinance 1482 on FIRST READING and suspend the rules and place Ordinance 1482 on SECOND READING. ROLL CALL: Aldermen Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1482 (#13-2013), noting that the property address is 119 Roosevelt Road. Alderman Ray moved, seconded by Alderman Bolden to further suspend the rules and place Ordinance 1482 on THIRD AND FINAL READING. ROLL CALL: Aldermen Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1482 (#13-2013), noting that the property address is 119 Roosevelt Road. Alderman Ray moved, seconded by Alderman Bolden that Ordinance 1482 be APPROVED AND ADOPTED. ORDINANCE 1482 (#13-2013) APPROVED AND ADOPTED THIS 4TH DAY OF APRIL, 2013. APPOINTMENT(S): BOARD OF ADJUSTMENT Alderman Ray moved, seconded by Alderman Bolden to approve the appointment of Rick White to the Board of Adjustment for a term to expire 2/05/2016. MOTION CARRIED. CIVIL SERVICE Alderman Ray moved, seconded by Alderman Bolden to approve the appointment of Bob Stroud to fill the unexpired term of John Kinder to expire 4/01/2017. MOTION CARRIED. JACKSONVILLE HOUSING AUTHORITY Alderman Ray moved, seconded by Alderman Bolden to approve the reappointment of Mike Wilkinson for a term to expire 3/17/2018. MOTION CARRIED. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 4, 2013 7:00 P.M. – 7:15 P.M. ANNOUNCEMENT(S): Mayor Fletcher announced that the Jacksonville Military Museum & LRAFB are hosting the Welcome Home Vietnam Veterans Day April 6th 9:00 a.m. to 6:00 p.m. He noted that the parade would be held at 2:00 p.m. Citywide Cleanup Saturday, April 13th at 9:00 a.m. Recycling Center 1300 Marshall Road ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at approximately 7:15 p.m. MOTION CARRIED.
