AN ORDINANCE ACCEPTING AND CONFIRMING ANNEXATION OF
CERTAIN REAL PROPERI f BORDERING THE WE~I BOUNDARIES OF THE
Cllf LIMITS OF JACKSONVILLE (COMMONLY REFERRED TO AS THE BASE
MEADOWS ANNEXA I ION); DECLARING AN EMERGENCY; AND, FOR OTHER
PURPOSES.

WHEREAS, through Resoution No. 579 (#7 - 04), the Jac(sonville City
Council urged the submission and approval of a Petition for Annexation of various
real ,)roperty located in Base Meadows Subdivision, Jacksonville, commonly referred
to as the Base Meadows Annexation;
WHEREAS, said Petition for Annexation was filed, Public Notice was duly
Pu) ished, and a Public Hearing was held on February 22, 2005. Su )sequently,
County Judge Floyd G. Vi ines III entered an Order of Annexation for the fo owing
described property into the City of Jacksonville. Under statute, the City Council
must now confirm and accept said Annexation action by Judge Villines.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE Cllf
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS:
SECTION ONE: Tle following described property is lere)y annexed and
acce .)ted into the City of Jacksonville, Arkansas:
Property located in the Base Meadows Subdivision of the City of
Jacksonville, more particularly described as follows:
A of that part of tle SW 1/4 of Section 15, Towns lip 3 North, Range
11 West, Pu aski County, Lying East of Ar<ansas State Highway 107,
less and exce)t any part lying within Little Rock Air Force Base
(LRAFB), more particularly described as follows:
Beginning at the SE Corner of the said SW 1/4, said point also being
monument number 31 of the Little Rock Air Force Base (LRAFB)
property; tlence North 88 Degrees 25 Minutes 00 Seconds West
aong tle South line of said SW 1/4 for 1305.11 feet to a point ]eing
the SW Corner of the SE 1/4 SW 1/4 of said Section 15; thence
continue along the said South line North 88 Degrees 35 Minutes 57
Seconds West for 768.87 feet to a point on the Easterly right-of-way
line of State Highway 107; thence along the said Easterly right-of-way
along the following bearings and distances:
North 19 Degrees 29 Minutes 19 Seconds East for 103.62 feet; t'lence
North 30 Degrees 11 Minutes 19 Seconds East for 1529.78 feet to a
found concrete right-of-way monument; thence along a curve to the
right having a radius of 1025.40 feet and a chord bearing and
distance of North 37 Degrees 14 Minutes 59 Seconds East for 252.10
feet; thence North 44 Degrees 18 Minutes 39 Seconds East for 410.89
feet; thence a ong a curve to the -eft laving a radius of 1195.24 feet
and a chord bearing and distance of North 28 Degrees 56 Minutes 21
Seconds East for 633.67 feet to a found concrete right-of-way
monument; thence North 13 Degrees 34 Minutes 03 Seconds East for
135.30 feet to a found LRAFB Monument #33;

line of LRAFB South 88 Degrees 18 Minutes 42 Seconds East for

SECTION TWO: The City hereby declares its intention to extend City
utility services to said areas within a reasona 'Jle time frame. Portions of the area
involved are currently having water and sewer main lines constructed through the
area, and the area will now be served by the Police, Fire, and Emergency Services
Departments. Sanitation services and other City services are to be extended within
a reasonable time frame as service expansion allows.
SECTION THREE: AI Ordinances or parts of Ordinances and Resolutions
in conf ict lerewit 1 arelereJY repea ed to the extent of saic conflict.
SECTION FOUR: It is hereby ascertained and declared that this Ordinance
is necessary for immediate implementation of greater efficiency in governmental
and emergency services operations. Therefore, an emergency is hereby declared,
and this Ordinance slal take effect immediatey upon passage and publication, as
provided by and subject to applicable law.

ORDER CONFIRMING ANNEXATION,
On this day this matter is presented for Confirmation of Annexation. Petitioners,
Greg Heslep and the City of Jacksonville, Arkansas, present this matter through counsel.
From the evidence presented, the Court finds as follows:
1) This Court has jurisdiction of this matter.
2) Annexation of the real property described in Paragraph Three (3) below and
known as the Base Meadows Property is hereby confirmed as being annexed into the City
of Jacksonville, Arkansas.
3) The following described real property is hereby annexed into the City of
Jacksonville, Arkansas:
All of that part of the SW 1/4 of Section 15, Township 3 North, Range 11
West, Pulaski County, Lying East of Arkansas State Highway 107, less and
except any part lying within Little Rock Air Force Base (LRAFB), more
particularly described as follows:
Beginning at the SE Corner of the said SW 1/4, said point also being
monument number 31 of the Little Rock Air Force Base (LRAFB) property;
thence North 88 Degrees 25 Minutes 00 Seconds West along the South line
of said SW 1/4 for 1305.11 feet to a point being the SW Corner of the SE 1/4
SW 1/4 of said Section 15; thence continue along the said South line North
88 Degrees 35 Minutes 57 Seconds West for 768.87 feet to a point on the

Beginning at the west right-of-way line of State Highway 107 and the south
line of Section 15,Township 3 North, Range 10 West; thence northerly along
the west right-of-way line to the west line of Section 10, Township 3 North,
Range 10 West; thence north to the east right-of-way line of State Highway
107 and the city limits of Jacksonville; thence southerly along the east right-
of-way line of State Highway 107 to the south line of Section 15,Township
3 North, Range 10 West; thence west along said south line to the point of
beginning.
4) The City Council of the City of Jacksonville, Arkansas, hereby adopted and
has approved Ordinance No. 1243 (#4 — 05) accepting and confirming said annexation,
thereby completing the necessary requirements to effect this annexation. A certified copy
of said Ordinance is attached hereto and made a part hereof.

5) The property described above hereby is and shall now be included within the
perimeter of the City of Jacksonville corporate limits.
