AN ORDINANCE ADOPTING A FISCAL BUDGET FOR 2005;
MAKING APPROPRIA TIONS AND AUTHORIZING EXPENDITURES
FOR OPERA TION OF VARIOUS DEPARTMENTS OF CITY
GOVERNMENT; FOR THE PURCHASE OF MA TERIALS, SUPPLIES,
EQUIPMENT, AND SERVICES; COVERING GENERAL FUND
OPERA TIONS, STREET FUND, EMERGENCY MEDICAL SERVICES
FUND, AND SANITATION FUND; DECLARING AN EMERGENCY;
AND, FOR OTHER PURPOSES.

BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY
OF JACKSONVILLE, ARKANSAS:
SECTION ONE: The Budget for the operation of the various
departments of the 2005 General Fund of the City of Jacksonville, Arkansas, shall
be as follows:

SECTION FOUR: The Budget for operation of the 2005 Emergency
Medical Services Fund of the City of Jacksonville, Arkansas, shall be as follows:

SECTION FIVE: In adopting these budget expenditures and salary
rates, the City Council specifically follows the direction contained in the salary plan,
as presented by Public Sector Personnel Consultants, for City employees in
establishing a base salary plan reflecting the external prevailing rates to the extent
that this plan can be supported by current revenue projections. The City Council
does so in its belief that the salary plan, as adopted, provides an updated and
equitable salary plan for all City employees.
SECTION SIX: The appropriations made herein include additional
pay for holidays for all agents and employees of the City of Jacksonville, Arkansas,
including, but not limited to, uniformed employees as provided for and by the laws
of the State of Arkansas. The appropriations made herein shall not include any
expenditure(s) over and above the income received and monies held by the City.
SECTION SEVEN: All Ordinances or parts thereof that are in conflict
with this Ordinance are hereby repealed to the extent of said conflict.
SECTION EIGHT: If the City Government is to operate in an
economical and efficient manner, it is imperative that a Budget be adopted for the
guidance and instruction of said aforementioned funds. Therefore, to promote the
public welfare, health, and safety, an emergency is hereby declared to exist, and
this Ordinance shall be in full force and effect from and after January 1 , 2005.
