RESOLUTION NO. 3 h k ( #9 -86)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS, SUPPORTING A MANDATORY SEAT BELT USE LAW FOR THE
STATE OF ARKANSAS; AND FOR OTHER PURPOSES
WHEREAS, there were 534 deaths on Arkansas highways in
1984; and
WHEREAS, it is estimated that traffic deaths could be
reduced by 50% if Arkansas motorists buckled up while in their
automobile; and
WHEREAS, safety belts are in all domestically built cars
since 1968; and
WHEREAS, safety belts are the most effective occupant
protection system in all types of accidents, and state belt
laws are the surest way to see that motorists use them; and
WHEREAS, the lives lost, the disabling injuries suffered,
and the emotional trauma experienced because Arkansas does not
have a state use law is too high a price to pay.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Jacksonville, Arkansas, that
1. We do hereby endorse a mandatory seat belt use law
for Arkansas in order to reduce deaths, incapacitating injuries,
and the emotional trauma of automobile accidents.
2. We further resolve that this is the most cost free
method available to our citizens which can result in such
significant reductions in the carnage that occurs on Arkansas
highways.
