0355 RESOLUTION NO. 355 (20 -85)
A RESOLUTION REQUESTING IMMEDIATE AND EFFECTIVE ACTION BY STATE
AND NATIONAL POLITICAL LEADERS TO SLOW DOWN OR STOP THE
INCINERATION PROCESS OF HAZARDOUS WASTE UNTIL THE ACTUAL AFFECT
ON THE CITY OF JACKSONVILLE AND ITS SURROUNDING AREA CAN BE
DETERMINED AND FOR OTHER PURPOSES.
rl WHEREAS, the Vertac Plant site within the City of
Jacksonville is the location of a large concentration of extre-
mely hazardous waste, scheduled for destruction by on -site inci-
neration; and
WHEREAS, there are alleged hazardous waste dumps in the
Jacksonville corporate limits and surrounding area; and
' WHEREAS, it appears there is little or no allowances in
hazardous waste legislation for home rule; and
WHEREAS, many residents of Jacksonville have expressed that
they have suffered undue stress, anxiety, and fear from real or
potential exposure to these hazardous wastes, either from dump
sites or malfunction of the mobile incinerator on the Vertac
Plant site; and
WHEREAS, the community, as a whole, has received too little
information, guidance, or assurance to relieve these foremen-
tioned concerns and to correct the hazardous waste problems.
THEREFORE, BE IT RESOLVED by the City Council of the City
of Jacksonville that:

SECTION 1: We hereby request immediate and effective

y political leaders to slow down
or stop the incineration process until the actual affect on the

Jac sonv lle area can be totally assessed.
SECTION 2: That Congressional action be taken to locate an
acceptable alternative site where the waste can be destroyed
without endangering human life and that all hazardous waste sites
(real or suspected) in the Jacksonville area be totally investi-
gated and, when necessary, cleaned up in an environmentally sound
manner.
SECTION 3: All ordinances or resolutions in conflict
herewith are hereby repealed to the extent of such conflict.
