RESOLUTION REQUESTING A DELAY IN THE INCINERATION PROCESS OF
SOLID WASTE WITHIN THE CITY LIMITS OF THE CITY OF JACKSONVILLE
UNTIL THE UNITED STATES CONGRESS CONSIDERS AMENDMENT OF THE
ENVIRONMENTAL PROTECTION ACT TO INCLUDE INCINERATION SITE
EVALUATION AND HEALTH RISK ASSESSMENT LEGISLATION.
WHEREAS, We, the City Council of the City of Jacksonville,
as representatives of the citizens of Jacksonville, acknowledge
that incineration is the Environmental Protection Agency approved
method of Dioxin destruction. However, we also note that the
Environmental Protection Act and regulations do not provide for
incineration site evaluation when considering approval for inci-
neration. As the pending incineration of Dioxin and other hazar-
dous solid waste is to be conducted in a highly populated area
within the City limits of Jacksonville, Arkansas, this Council
considers the incineration to be a potential danger to health and
property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION 1: We, the City Council, requests a delay in the
incineration process until the United States Congress considers
amendment of the Environmental Protection Act to take into con-
sideration incineration site and health risk assessment legislation.
SECTION 2: We, the City Council, will request introduction
of such legislation to Senators Dale Bumpers and David Pryor and
Congressmen Tommy Robinson, John Paul Hammerschmidt, Bill
Alexander, and Beryl Anthony.
