RESOLUTION NO. 367 ( #8 -86)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS, SUPPORTING THE FORMATION OF A NORTH /SOUTH SCHOOL
DISTRICT FOR PULASKI COUNTY
WHEREAS, the City Council of the City of Jacksonville,
Arkansas, is concerned with the continuation of quality
education in all Pulaski County schools and the welfare and
safety of all students; and
WHEREAS, it is imperative that all school districts comply
with all desegregation plans of the Federal courts.
NOW,. THEREFORE, BE IT RESOLVED by the City Council of the
City of Jacksonville, Arkansas, that we hereby support the
following solution to the desegregation of all schools in
Pulaski County:
1. A School District be formed consisting of all schools
South of the Arkansas River.
2. A School District be formed consisting of all schools
North of the Arkansas River excluding the existing
North Little Rock School District.
3. Each district should seek guidance and support from
the proper administrators of desegregation plans
adopted by the Federal courts.
4. To help solve the long term stability and desegregation
plans, we would encourage the newly formed North Pulaski
County .School District and the present North Little
Rock School District to enter friendly discussion of
an ultimate unified school district North of the
Arkansas River within five (5) years. That these two
districts work together immediately to meet desegre-
gation plans North of the river and to allow student
transfer between the two districts to best meet de-
segregation plans and to minimize busing.
5. For future financial security of the school districts,
we recommend and urge that a uniform tax millage be
issued covering the entire county in order to provide
funding that would allow equal and proportional amounts
spent per student regardless of the location of said
student within the county.
