RESOLUTION NO. 284 -81
A RESOLUTION CP THE CITY CCUICIL OF THE CITY OF JACKSONVIJT.F, ARKANSAS,
CLARIFYING ITS POSITION RELATIVE TO ITS EMPLOYEES HIRED UNDER THE
JURISDIt:aimN OF THE JACKSONVITLE CIVIL SERVICE COMMISSION.
WHEREAS, the citizens of the City of Jacksonville are entitled to
receive adequate police and fire protection; and
WHEREAS, the City Council members are elected by the people to enact
laws that ensure the public safety and welfare; and
WHEREAS, the City Council has appointed a Civil Service Commission
which has the responsibility for adopting rules and regulations regarding
the operation of the Police and Fire Departments; and
WHEREAS, the Civil Service Commission appoints a Chief of Police and
a Fire Chief to administer their respective departments; and
WHEREAS, the City Cuuncil makes every effort to provide funds for the
efficient operation of the Police and Fire Departments; and
WHEREAS, the City Council desires to maintain its proper role as a
legislative body; and
WHEREAS, changes in policies and procedures are administrative in
nature;
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Jacksonville that the City Council will meet with Civil Service Employees
only if the following administrative procedures have been followed:
A. Any policy or procedural changes to be made should be forwarded
in writing to the Chief of the respective department.
B. The Chief shall review the proposed changes and either deny
than or recommend the changes to the Civil Service Commission.
C. If recommended by the Chief, the Civil Service Commission will
review the proposals and either deny than or adopt them.

ARID, BE IT RESOLVED, that a copy of this resolution be placed in
the permanent records of the minutes of the City Council of the City
of Jacksonville, Arkansas.
