RESOLUTION NO. 272 -81
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, AMENDING FIRST YEAR
SMALL CITIES PROGRAM.
WHEREAS, the City of Jacksonville, Arkansas, is carrying out a
variety of community development activities under the auspices of a
Multi -Year Comprehensive Small Cities Program approved by the Depart-
ment of Housing and Urban Development under the provisions of Title I
of the Housing and Community Development Act of 1977, and as authorized
by the City Council's adoption of Resolution No. 259 -80 on May 1, 1980;
and
WHEREAS, the City's Application for funding for the First Year
for Project No. B- 80 -DS -05 -0003 has been approved in the amount of
$414,000 and the City's First Year Program commenced on or about
July 14, 1980 and
WHEREAS, the City of Jacksonville is desirous of amending the
First Year Program to eliminate selected project activities previously
approved and to reallocate the saved funds to other eligible project
activities already in the First Year and Multi -Year Programs; and
WHEREAS, the City has conducted the required public hearings to
discuss the provisions of the Amendment and to seek citizen input
regarding the proposed Amendment, all in accordance with the City's
written Citizen Participation Plan; and
WHEREAS, there has been prepared for the stated purpose an
Amendment to the First Year Small Cities Program dated February 20,
1981, which is a typewritten document consisting of six (6) pages of
narrative text; and a Mid -Year Amendatory Application consisting of
Standard Form 424 and related government forms, narrative descriptions
and assurances; and
WHEREAS, said Amendment and said Mid -Year Amendatory Application
were reviewed at this meeting of the City Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF JACKSONVILLE, ARKANSAS:

1. That Amendment No. 1 dated February 20, 1981, as identified
above be and hereby is approved in all respects as an official revision
to the City's Small Cities Program for the First Year.
2. That the submission of a Mid -Year Amendatory Application as
identified above to the Department of Housing and Urban Development
be and hereby is authorized, and that the Mayor is authorized to
execute Standard Form 424, to make the necessary assurances, to
provide additional information as necessary, and to be the City's
correspondent with the Department of Housing and Urban Development
in the review and approval of said Mid -Year Amendatory Application.
3. That one effect of the Mid -Year Amendatory and Amendment
No. 1, is to remove from the First Year Program the following
activities and amounts: (a) $24,000 for acquisition of dilapidated
houses; (b) $24,500 for relocation of displaced site occupants; and
(c) $1,600 for demolition of acquired properties for a combined total
of $50,100.
4. That by virtue of Amendment No. 1, and Mid -Year Amendatory
Application the City Council hereby reallocates the saved funds of
immediately above to the following.previously approved program
activities:
$10,000 - Storm Drainage
39,900 - Property Rehabilitation
800 - Program Administration
And the effect of the above is to provide an allocation of First Year
funds to $210,300 for property rehabilitation, $163,000 for storm
drainage (North of Graham Road), and $40,700 for program administra-
tion for a total First Year Program of $414,000.
5. That the Three -Year Program cost estimates are revised in
accordance with the estimates shown in Amendment No. 1 dated
February, 20, 1981.
6. That all other findings and determinations including the
making of assurances as contained in City Council Resolution No. 259 -80,
adopted on May 1, 1980, are hereby incorporated herein by reference
and made a part of this resolution as if repeated herein word for
word.
7. That this resolution shall take effect immediately.
