RESOLUTION NO. 2 5 4- 8 0
A RESOLUTION OPPOSING THE FINANCING OF THE CONSTRUCTION OF MULTI - FAMILY
HOUSING DEVELOPMENT INTENDED FOR OCCUPANCY BY PERSONS OF LOW AND MODERATE
INCOME BY THE ARKANSAS HOUSING DEVELOPMENT AGENCY TO BE LOCATED AT THE
CORNER OF STATE HIGHWAY 161 AND STONEWALL DRIVE
WHEREAS, there has been developed in the City of Jacksonville the
Stonewall Subdivision that adds appeal and pride to the residents of the
City of Jacksonville;
WHEREAS, residents of Stonewall Subdivision and other Jacksonville
residents have voiced their opposition to the building of multi - family
housing intended for occupancy by persons of low and moderate income at
the corner of State Highway 161 and Stonewall Drive for the following
reasons:
(1) increased traffic congestion;
(2) the adverse effect on property values;
(3) the departure by the developer from his original plan to build
garden apartments on said site; and
(4) the close proximity of the Bayou Meto Cemetery to the proposed site
of the apartment complex.
WHEREAS, there are other locations in the City of Jacksonville which
would be better suited for the building of multi - family housing intended
for occupancy by persons of low and moderate income;
WHEREAS, it is the responsibility of the City Council of the City of
Jacksonville to provide for the planned and proper growth and development
of this City and that the proposed above described plan would be detrimental
to the overall image of the area affected by the proposed funding of said
apartments.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, that:
Section 1, Recognizing the detrimental effect the financing of the
construction of multi - family housing development intended for occupancy by
persons of low and moderate income by the Arkansas Housing Development Agency
will have upon the residents of the City of Jacksonville, we hereby oppose
said financing and construction at the proposed location of State Highway
161 and Stonewall Drive.
Section 2. This resolution being necessary for the preservation of
the public health, safety and welfare, an emergency is declared to exist and

this resolution shall be in full force and effect immediately after its passage.
