RESOLUTION NO. 205 - 77
A RESOLUTION PROPOSING TO ESTABLISH A PROGRAM OF COOPERATIVE PURCHASING FOR MEMBER
GOVERNMENTS AND GOVERNMENTAL AGENCIES FOR THE LITTLE ROCK -NORTH LITTLE ROCK
METROPOLITAN AREA, PROPOSED BY METROPLAN, THE COUNCIL OF GOVERNMENTS TO EFFECT
SAVINGS IN VARIOUS PURCHASING PROGRAMS; AND FOR OTHER PURPOSES.
WHEREAS, Metroplan, the council of governments for the Little Rock -North
Little Rock Metropolitan Area, has proposed to establish a program of cooperative
purchasing for member governments and governmental agencies, and
WHEREAS, said cooperative purchasing program is designed to accomplish
efficiencies and savings in the purchase, lease, rental , contract or other
means of acquisition of items and services forthe participating members, and
WHEREAS, said cooperative purchasing program will be supervised by a com-
mittee of purchasing directors representing said participating members, and
WHEREAS, said cooperative purchasing program is voluntary in nature, with each
participating member retaining the option to join or refrain from joining in the
purchase of any specific item or service, and
WHEREAS, it is understood by all parties concerned that the major pur-
pose of the joint cooperative program is to effect savings in the various pur-
chasing programs and that the continuation of said cooperative purchasing program
depends on its demonstrated capability, and
WHEREAS, it is understood that no participating member, by this resolution
or any other related agreement or document, surrenders or abdicates any of its
inherent constitutuinal or statutory authorities and responsibilities to
Metroplan or any mechanism established by Metroplan to operate the said coop-
erative purchasing program;
NOW, THEREFORE, BE IT RESOLVED THAT
1. The Jacksonville City Council hereby signifies the intention of the City
of Jacksonville to participate in the cooperative purchasing program established
by Metroplan and to honor all commitments made by the duly appointed representa-
tive purchasing program.
2. The Jacksonville City Council hereby appoints Mr. Lloyd Bailey, Pur-
chasing Agent, to represent the City of Jacksonville in the supervision and
operation of the said cooperating purchasing program.
3. The Jacksonville City Council reserves the right and prerogative to
withdraw from said cooperative purchasing program without notice when it is
determined that further participation will no longer be to the advantage of the
City of Jacksonville.
