RESOLUTION AUTHORIZING MAYOR TO FILE APPLICATION
FOR COMPREHENSIVE PLANNING AND MANAGEMENT ASSISTANCE
GRANT: AUTHORIZING RETENTION OF PROGRAM CONSULTANT:
AND PLEDGING LOCALITY'S SHARE OF COST.
WHEREAS the City of Jacksonville, Arkansas is desirous of
undertaking various municipal management studies and analyses under
a Federal grant -in -aid program administered by the Arkansas Depart-
ment of Planning; and
WHEREAS the City Council has reviewed a proposal from Manes &
Associates, Inc., Planning and Management Consultants, titled "Manage-
ment Assistance Program for Jacksonville, Arkansas ", dated April 23,
1975 which proposal is found acceptable for the purpose of filing an
application for grant under the Comprehensive Planning and Management
Assistance Program; and for entering into a contract for professional
and technical services; and
WHEREAS in order to secure a grant from the Arkansas Department
of Planning, it is necessary for the City to commit a one -third share
in the overall cost of the program which may be a combination of cash
and in -kind staff time contribution:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS:
1. That the Mayor be and hereby is authorized to submit to the
Arkansas Department of Planning an application requesting a
grant under the Comprehensive Planning and Management
Assistance Program; and to include as descriptive narrative
in the application the previously identified "Management
Assistance Program for Jacksonville, Arkansas ", dated
April 23, 1975.
2. That upon approval of the Application, the Mayor is
authorized to negotiate in behalf of the City of Jacksonville
a contract with Manes & Associates, Inc., Planning and Manage-
ment Consultants, containing the scope of work included in
said proposal which becomes an integral part of our Applica-
tion, said contract with Manes & Associates, Inc. not to
exceed the amount of $20,000.

3. That the Application authorized herein seeks a grant
from the Arkansas Department of Planning in the amount
of $16,000.
4. That in recognition of the City's required contribution
of one -third of the cost the City Council hereby pledges
to pay the amount of $4,000 in cash and authorizes the
Mayor to cause City staff personnel to contribute time
during normal business hours toward the successful com-
pletion of the proposed undertaking, such time contributions
to have the aggregate cash equivalent of $4,000, with the
understanding that the maximum amount of cash to be contri-
buted by the City shall not exceed $4,000.
5. That this resolution shall take effect immediately.
