REGULAR CITY COUNCIL MEETING
January 8, 1981
CALL TO ORDER: INVOCATION: PLEDGE OF ALLEGIANCE TO THE FLAG:
The City Council of the City of Jacksonville, Arkansas, met in
regular session on Thursday, January 8, 1981, at the regular
meeting place of the council. (Since the regular meeting night
fell on a Holiday, it was the consensus of the council to post-
pone the regular night and meet the following Thursday night for
council.) Mayor Reid called the meeting to order, then delivered
the Invocation. The standing audience then participated in the
"Pledge of Allegiance To The Flag."
At this time, the Mayor swore in the two remaining Aldermen, Steve
Hughes and Joe Williamson.
ROLL CALL /ATTENDANCE RECORD:
The Deputy Clerk called the Roll, (the Deputy Clerk was filling
in until the council appointed a new City Clerk) Aldermen:
Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin,
Keaton and Williamson. PRESENT: 10. ABSENT: 0. QUORUM DECLARED.
Others present: Mayor Reid; Deputy Clerk Waltmon; Shirley Pierce,
Engineer's Secretary; Dept. Heads.
PRESENTATION OF MINUTES:
Mayor Reid presented the Minutes of Regular City Council Meeting
conducted December 8, 1980, for study and later action.
APPROVAL AND /OR CORRECTION OF MINUTES:
Alderman Hughes moved, seconded by Alderman Wilson to approve the
minutes of Regular City Council Meeting, December 4, 1980, as
published. Approved by voice vote. MOTION CARRIED.
CONSENT - AGENDA:
Alderman Hughes moved, seconded by Alderman Wilson to accept and file
the monthly report submitted by Police Chief John Shepherd reflecting
609 total cases heard during said month with a total of $20,829.41
being collected in fines, forteitures, miscellaneous payments and
ambulance fees. ROLL CALL and the following voted aye, Aldermen:
Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin,
Keaton and Williamson. Motion received 10 affirmative votes, 0
negative votes. MOTION CARRIED.
Alderman Hughes moved, seconded by Alderman Wilson to accept and file
the monthly report submitted by Fire Chief Wilbur Smart reflecting
a total of 41 alarms during said month, with an estimated fire loss of
$20,000.00. ROLL CALL and the following voted aye, Aldermen: Knight,
Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin, Keaton and
Williamson. Motion received 10 affirmative votes, 0 negative votes.
MOTION CARRIED.

Alderman Hughes moved, seconded by Alderman Wilson to approve an
application for outside the city fire protection for Valentine -
Dick Jeter Water Users Association. ROLL CALL and the following voted
aye, Aldermen: Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher
Abdin, Keaton and Williamson. Motion received 10 affirmative votes,
0 negative votes. MOTION CARRIED.
Alderman Hughes moved, seconded by Alderman Wilson to accept and
file the monthly report submitted by the Animal Control Dept.,
John New, reflecting a revenue received for the month of $828.00
with 12 animals on hand at end of month. ROLL CALL and the following
voted aye, Aldermen: Knight, Smith, Brooks, Hughes, Wilson, Durham,
Fletcher, Abdin, Keaton and Williamson. Motion received 10 affirmative
votes, 0 negative votes. MOTION CARRIED.
Alderman Hughes moved, seconded by Alderman Wilson to approve the
daily work record of the Street Dept., submitted by Supervisor
Robert Martin. ROLL CALL and the following voted aye, Aldermen:
Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin,
Keaton and Williamson. Motion received 10 affirmative votes, 0
negative votes. MOTION CARRIED.
SEWER DEPT:
Alderman Wilson moved, seconded by Alderman Williamson to accept the
Legislative Joint Auditing Committe Summary Report /Re: 1979 Audit
Report /Wastewater Utility. Approved by voice vote. MOTION CARRIED.
The Council questioned some within the city getting more than an 11%
raise. The Mayor responded that the Sanitation Supervisor, Billy
Gilmore, was so far below the other dept. heads, he had advanced him
in the same pay scale to bring him closer to other dept. heads. The
Parks & Recreation had lost one employee and another employee within
the department accepted her duties so her raise was adjusted for lack
of that employee. The Community Development Dept., secretary had
accepted more added responsibility, so her raise was adjusted .
Alderman Knight requested from Police Chief Shepherd that he bring a
list of people that are authorized to take a police vehicle home at
night to the council for the next meeting.

It was the consensus of the council members to stay on same committee
for next year with the two new Aldermen to replace former Aldermen on
respective committee.
18. ANNOUNCEMENTS: b. RE: CITY CLERK - TREASURER POSITION
WITH THE CITY OF JACKSONVILLE
Mrs. Gerren has informed Me that
she will not reconsider her resignation as City Clerk- Treasurer
for the City of Jacksonville because of the low salary set. She
still maintains that position is a complex, full -time job and
in order to maintain what the people of Jacksonville expect and
require in said office, that the salary should be commensurate with
past pay and with the work in delivering high quality service.
Attached are job descriptions
accurately describing the duties and responsibilities that
Mrs. Gerren has held as City Clerk- Treasurer and Jacksonville _.
Planning Commission Secretary.
The State Statutes require
that the City Council appoint a person to fill out this
unexpired term which ends on December 31, 1982. Without
objection then, this will be placed on the agenda for action
on January 15, 1981. (Mayor Reid)
ADJOURNMENT:
The next item of business was to determine duties and responsibilities
of City Clerk and to set an appropriate salary. The council went
over entire copy of duties delegating some duties to Mayor's secretary,
Fire Dept. Secretary and Police Dept. Secretary.
Alderman Abdin moved, seconded by Alderman Knight to appoint Deputy
Clerk as full time City Clerk with a salary of $10,500. Approved by
voice vote. MOTION CARRIED.
Alderman Hughes moved, seconded by Alderman Smith to approve amount
of $122.51 for 22 hours work, to be paid to former City Clerk for work
done in office after her resignation to close out work started. ROLL
CALL and the following voted aye, Aldermen Smith, Brooks, Hughes,
Durham, Fletcher, Keaton and Williamson. Aldermen: Knight, Wilson
and Abdin voted nay. Motion received 7 Ayes, 3 Nays. MOTION CARRIED.
Alderman Abdin moved, seconded by Alderman Durham to place on agenda
for discussion of taxes that had not been collected. Approved by
voice vote. MOTION CARRIED.
City Finance Director, Gene Kelley, addressed the council on a matter
of taxes that had not been collected over a period of 7 years. Most
of the taxes were from the Park & Recreation Dept. from gate admission
fees. The taxes totaled approximately 8 to 9 thousand from all
depts. (general, street & park)
Alderman Abdin moved, seconded by Alderman Durham to make a reply to
the collectors, that we are waiting on City Attorney's opinion on
matter. Approved by voice vote. MOTION CARRIED.
At this time, Mayor Reid swore in the new City Clerk.
The meeting adjourned at 9 :12 p.m. with consent of all present.
