WEST MAIN STREET - TIME: 7:30 P.M. - 8:40 P.M. MAYOR JAMES G. REID PRESIDING. CALL TO ORDER: INVOCATION: PLEDGE OF ALLEGIANCE: CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING JANUARY 15, 1981 The City Council of the City of Jacksonville, Arkansas, met in regular session on Thursday, January 15, 1981. Mayor Reid called the meeting to order. Alderman Gary Fletcher gave the Invocation. The standing audience participated in the "Pledge of Allegiance To The Flag." ROLL CALL /ATTENDANCE RECORD: The City Clerk called the Roll and the following were present: Aldermen: Kn i qh t ,Smith , Brooks, Hughes, Wilson, Durham, Fletcher, A b d i n , Keaton and Williamson. PRESENT: 10. ABSENT: 0. QUORUM DECLARED. Others present: Mayor Reid; Dept. Heads and interested citizens. Alderman Hughes roved, seconded by Alderman Wilson to approve minutes of council meeting conducted December 18, 1980. Approved by voice vote. MOTION CARRIED. Mayor Reid took this time in which to present Police Chief John Shepherd a plaque as Department Head for the year 1980 for the outstanding job he has done. CONSENT AGENDA: Alderman Abdin moved, seconded by Alderman Knight to approve the report from Chief Shepherd on auto's being driven home at night. Approved by voice vote. MOTION CARRIED. Alderman Wilson moved, seconded by Alderman Smith to approve Mayor's expense report for December, 1980. The following voted aye: Aldermen: Knight; Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin, Keaton and Williamson. Motion received 10 affirmative votes, 0 negative votes. MOTION CARRIED. WATER DEPT: Mr. Pat Wilson, from the Water Commission, addressed the council and gave a brief report on what the commission had done the past year. Among other things, he reported Jacksonville has state approved water and among 648 water depts. in the state only 48 are state approved. SEWER DEPT: FIRE DEPT: POLICE DEPT: Alderman Abdin moved, seconded by Alderman Knight to approve to advertise for bids for three units for the Police Dept. After much discussion about specs for said automobiles, Alderman Abdin withdrew his motion and Alderman Knight withdrew her second, in order for Chief Shepherd to draw up specs and bring them to the next meeting for action. Alderman Knight moved, seconded by Alderman Brooks to accept the contract from Arkansas State University for training for our Police personnel. ROLL CALL and the following voted aye: Aldermen: Knight, Smith, Brooks, Fletcher, Keaton and W i l l i a m s o n . Aldermen Hughes, Wilson, Durham and Abdin voted nay. Motion received 6 affirmative votes, 4 negative votes. MOTION CARRIED. PAGE TWO PARK & RECREATION DEPT: SANITATION DEPT: COMMUNITY DEVELOPMENT: CITY OF JACKSONVILLE, ARKANSAS REGULAR CITY COUNCIL MEETING JANUARY 15, 1981 Alderman Wilson moved, seconded by Alderman Hughes to approve the monthly report submitted by Police Chief Shepherd, reflecting $22,423.70 being assessed for the month of December 1980. ROLL CALL and the following voted aye, Aldermen: Kn i ghe, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin, Keaton and W i l l i a m s o n . Motion received 10 affirmative votes, 0 negative votes. MOTION CARRIED. STREET DEPT: It was the consensus of the council for Street Superintendent, Bob Martin, to bring specs for pick up back to next meeting for action. PLANNING COMMIS SION: Alderman Abdin asked City Engineer, Bill Owens, to check on the illegal development behind base that is within the city's five mile radius and report back to council. GENERAL: Alderman Abdin moved, seconded by Alderman Hughes to approve annual dues to Metropl an . ROLL CALL and the following voted aye, Alderman: Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin, Keaton and W i l l i a m s o n . Motion received 10 affirmative votes, 0 negative votes. MOTION CARRIED. Alderman Wilson moved, seconded by Alderman Abdin to approve basic dues to Municipal League. ROLL CALL and the following voted aye, Aldermen: Knight, Smith, Brooks, Hughes, Wilson, Durham, Fletcher, Abdin, Keaton and Williamson. Motion received 10 affirmative votes, 0 negative votes. MOTION CARRIED. Finance Director, Gene Kelley, handed each Alderman a copy of the end of the year budget report with a brief oral explaination. Alderman Knight moved, seconded by Alderman W i l l i a m s o n to approve monies for Mayor to attend NLC Congressional -City Conference being held in Washington D.C., February 28 - March 3, 1981. ROLL CALL and the following voted aye, Aldermen: Knight, Smith, Fletcher, Abdin, Keaton and Williamson. Aldermen: Brooks, Hughes, Wilson and Durham voted nay.
