25 NOV 10OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in a regular session on November 10, 2025. Chairman Moore opened the meeting at approximately 6:30
p.m. expressing appreciation to those in attendance.
ROLL CALL: Commissioners Mike Dietz, Terry Sansing, Nick Priest, Vivian Brittenum, Zeke Brown, and Chairman Jim Moore were present and answered ROLL CALL. Chairman Moore declared a quorum.
PRESENT (6) with chair, ABSENT (3).
CORRECTION AND/OR APPROVAL OF MINUTES: Commissioner Sansing moved, seconded by Commissioner Brittenum to approve the minutes of October 13, 2025 as presented. MOTION CARRIED.
PUBLIC HEARING(S): a. CONDITIONAL USE 417 West Main Street Used car lot/auto repair facility in C-2 zone
Chairman Moore opened the public hearing at approximately 6:32 p.m.
City Engineer Adam Whitlow stated this request is to allow auto and tire sales and detail shop in a C-2 zone and is being requested by the owner and proposed tenant. He explained the
uses at this location have included mechanic/tire shop and car sales lot, which have been both approved and denied in the past. He noted the representative was requested to be in attendance,
the property was properly advertised and posted, and Public Works has received no phone calls in support or opposition. He confirmed that Staff recommends careful consideration to conditions,
such as number of cars, non-working cars, relocation of existing storage building, screening, fencing, etc.
Representative Ron Jones with Re/Max Affiliates related that the proposed tenant has operated a classic car dealership in Fort Lauderdale, Florida for 11 years, but has relatives here
and wants to open the same type of dealership.
Proposed tenant Karonnie Lafavors brought up that he expects to have no more than 20 cars on the lot at once.
Mr. Jones noted they are not positive on if they will sell tires yet, but they will be doing light detailing for newly received cars and no major mechanic work.
Commissioner Sansing shared that it can only fit up to 12 cars between the front and sides; not including the back.
Mr. Jones reiterated the scope of the business will be classic car sales, with light detailing and maintenance to prepare them to be sold. He mentioned Mr. LaFavors will have a manager
on location, since he will not be present all of the time, and will have his accounting done online. He explained that light detailing would include buffing, washing, tire dressing,
shampooing, etc.
Mr. Lafavors told how he buys cars at auctions and has his mechanic fix and detail them to get them ready to sell; some need brakes, tires, etc.
Chairman Moore closed the public hearing at approximately 6:38 p.m.
Commissioner Sansing moved, seconded by Commissioner Brittenum to approve the conditional use at 417 West Main Street with the following conditions: no more than 12 total vehicles parked
for display on the front (north side facing West Main Street) and side (northeast side facing 323 West Main Street) of property, no more than 8 vehicles be stored behind the building,
the detailing of vehicles and replacement/maintenance of tires be restricted to only those for sale and those sold by the current tenant, the fencing be removed to protrude no further
than the front face of the building, the short metal poles placed along the sidewalk be removed, and the RPZ valve cover near the sidewalk be replaced. MOTION CARRIED.
b. REZONING 2013 & 2019 Hamilton Street from R-6 to R-3
Chairman Moore opened the public hearing at approximately 6:51 p.m.
Daniel Hudson with Hudson Rental Properties, LLC shared they are planning on developing the lot in between Chapel Hill Memorial Park and Hamilton Street with USA Precast concrete homes
that can withstand winds up to 210 mph. He pointed out that the company is located here on Cory Drive, where there is a model home available to view. He confirmed it would be nice triplexes
to encourage military families to rent in Jacksonville, instead of other cities.
Engineer Whitlow told how the owners have four properties with two of those already zoned R-3. He mentioned the current R-6 zoning would allow a single lot mobile home and they are requesting
an R-3 multi-family. He confirmed the property was properly posted and advertised, it is shown as residential on the Land Use Plan, Public Works has not received any calls in support
or opposition of the request, and Staff supports approval for recommendation to City Council. He brought up that this is just a rezone at this time, so the site plan would be forthcoming
if approved.
Chairman Moore closed the public hearing at approximately 6:54 p.m.
Council Member Dietz moved, seconded by Commissioner Sansing to approve the rezoning of 2013 and 2019 Hamilton Street from R-6 to R-3. MOTION CARRIED.
REQUEST TO APPROVE PLAT(S): PRELIMINARY PLAT Meadows Creek Subdivision
Engineer Whitlow recalled the Commission looking at a version of this plan two other times when it was proposed as a rezone and a Planned Unit Development. He explained the applicant
has now redesigned it to meet the minimum standards for the current zoning.
Representative Dustin Welch with Holloway Engineering noted they reduced it down to 120 lots to meet the existing zoning, making it a by right subdivision. He related they are still
maintaining roughly 18% open space to help with stormwater and provided a drainage report to Engineer Whitlow. He pointed out that the builder is projected to be D.R. Horton, who uses
masonry siding and architectural shingles, and will be a good addition to the area.
Engineer Whitlow read the following contingencies: add a streetlight at entrance near mail kiosk area and at the intersection of Cedar Grove and Birchwood Pass, all grading, drainage,
and street design be approved by City Engineer, provide proof of acceptance from Water, show what type of material is the 8” minimum compacted subgrade for the Emergency Access Road,
clarify if Emergency Road connects to Birchwood Pass, Emergency Road shall be controlled access by gate or other controlling structure and provide detail, provide details on ½ street
improvements along General Samuels Road to include distance from centerline to curb, profiles, typical section, and any underground drainage needed.
Discussion ensued regarding the proposed gate and Emergency Access Road where Fire Chief Alan Laughy confirmed the two major accesses coming off of General Samuels Road is all the Fire
Department needs, so he does not recommend having the gate or Emergency Access Road.
Engineer Whitlow reiterated that the plat meets the minimum standards for its zoning and there are no variances or waivers being requested.
Commissioner Brittenum moved to approve the preliminary plat of Meadows Creek Subdivision with the following contingencies: add a streetlight at entrance near mail kiosk area and at
the intersection of Cedar Grove and Birchwood Pass, all grading, drainage, and street design be approved by City Engineer, provide proof of acceptance from Water, provide details on
½ street improvements along General Samuels Road to include distance from centerline to curb, profiles, typical sections, and any underground drainage needed.
Citizen Carolyn Smith of 4302 Amy Lane recalled a traffic survey being mentioned at a previous meeting for this development.
Engineer Whitlow told how his Staff observed traffic on two separate days and found that the majority of traffic is from the school and it does not create a direct conflict with where
the proposed entrances are on General Samuels Road, therefore, Staff did not see the need to request a traffic study. When Mrs. Smith requested a copy of the plat, he confirmed she
could get a copy from Public Works. He brought up that this submission did not require a public hearing or any kind of notices to go out because it is a use by right.
Commissioner Priest seconded the motion.
Citizen Gary Burgess of 317 Fair Oaks Cove related that neighbors in his subdivision are concerned about flooding. He asked if the City has plans to address any additional drainage.
Engineer Whitlow replied that there are no current plans, but the post-development flows must not exceed the pre-development flows. He acknowledged there are flooding issues in the area,
but he will review their drainage report extensively and it will have an Engineer signature and stamp on it. When Mr. Burgess inquired about records for this development, he confirmed
they are accessible to the public and are kept forever.
Citizen Jerry Tomlin of 3717 Christy Lane brought up concerns of who will maintain the dry ponds, mentioning scum, snakes, and mosquitoes.
Engineer Whitlow stated the drainage report addresses the additional impervious areas and time of concentration.
Mr. Welch explained they will have the same Bill of Assurance provided on the previous requests and noted they maintain that all open spaces are also designated as a drainage utility
easement, in case the Property Owners Association dissolves, the City would have the ability to go in and maintain an easement.
