1952CITY PLANNING C0~1 ISSION CITY OF J ACKSON VILLE, ARKANS AS MINUT ES OF FIRST MEETING HELD ON DECEMBER 23RD, 1952 1 The first meeting of the Jacksonville City Planning Commission~s held at the Jacksonville City Hall on December 23, 1952 at 9:00 P.M. immediately after establishment and appointment of the commission by the Jacksonville City Council. Members present were Mr. M. T. Bond, Mr. A. F. Crowell, Mr. C. R. Hendricks, Mr. A. F. Henry, Mr. A. R. Hibbs, Dr. A.· E. Sidwell, Mr . Doyle Thompson and Mr. T. P. White • .Ivlr. White acted as temporary chairman and called for nominations for a permanent chairman. Mr. Bond, Mr. Crowell and Dr. Sidwell were nominated. A count of written ballots was as follows: Dr. Sidwell 4 votes, Mr. Bond 3 votes and lVI r. Crowell 1 vote. Dr. Sidwell was declared to be duly elected and assumed the chairmanship. Nominations were dec lared to be in order for a secretary and Mr. A. R. Hibbs was nominated and elected by voice vote. Chairman Sidwell stated that he would prepare and distribute copies of City Ordinance No. 35 by which the commission was established and copies of pertinent Arkansas State Law and a model zoning ordinance to all members of the commission. The motion to hold a public hearing on proposed zoning on January 6 , 195. was made, seconded and carried. Hibbs , Secretary MI N UTES OF SECOND Iv1E ETING HELD ON DECE NIBER 30 1 1952 The second meeting of the Jacksonville City Plan~ing Commiss i on was held at the Jacksonville City Hall on December 30 , 1952 at 7:30 P.M. Members present were Mr. M. T. Bond, Mr. A. F. Crowell, Mr. c. R. Hendricks, Mr. A. R. Hibbs, Dr. A. E. Sidwell, Mr. T. P. White. Chairman Sidwell called the meeting to order and introduced Mr . L. A. Henry, a professional planning eng ineer of Little Rock who s p oke to the commission regarding -the problems involved in entering into a city planning prog ram . Mr . Henry stated that his organization was interested in furnish- ing professional and technical services to the commission on a per diem basis. He estimated that an expenditure of approximately $3,000 would be required to establish the pro gram. Chairman Sidwell appointed a commit t ee to assume ~esponsibility ~or the necessary mappin g in connection with the proposed zon1n g plan. Appo1nted were ~Jl r . Bond , lVlr. The model zoning ordinance previously reviewed and further amended by Dr. ~idwell was read and discussed. Since the number of members present did not provide the required quorum for legal transaction of business no definite action was taken a.t this meeting. ~ Chairman Sidwell adjourned the meeting after calling for a special meeting to be held immediately prior to the public hearing on the proposed zoning ordinance on ·January 6th. · · /s/ Albert R. Hibbs, S-ecretary MINUTES OF THIRD MEETING HELD ON JANUARY 6, 19~ The third meeting af the Jacksonville Planning C.ommission was held at the Jacksonville City Hall on January 6, 1953 at 7:00 P.M. Members present were IVIr. Ivl. T;· Bond, Mr. A. F. Crowell, Mr. A. R. Hibbs, Mr. Doyle Thompson, Mr. Myron Traylor, Dr. A. E. Sidwell and Mr. T. P. White. Chairman Sidwell called the meeting to order and . the minutes of the last meeting were read and approved as read. A committee report was received from the oommittee responsible for necessary mapping in connection with the proposed zoning plan. Motion was made and seconded to accept the maps as prepared by the committee and to present them to the citizens of Jacksonville at the public hearing on zoning v.fhich was to be held that same evening. Motion carried. The proposed zoning ordinance which was also to be discussed at the publi hearing was examined by the group. After discussion of certain sections of the pro posed ordinance a motion was made and seconded to present it as the planning commission's recommended form with the exception of one section which was to be revised prior to en~ctment. Motion carried. Motion was made and seconded to adjourn. The motion carried and the meeting was declared to be adjourned. Hibbs, Secretary 1VliNUTES OF FOURTH MEETING HELD JANUARY 7, 1953 The fourth meeting of the Jacksonville City Planning Commission was a special called meeting which was held at the Jacksonville City Hall on January 7, 1953 at 7:00 P.l~1. and immediately before a meeting of the City Council. Members present were ¥tr. M. T. Bond, Mr. A. F. Crowell, Mr. G. .• R. Hendricks, Mr. A. F. Henry, Mr. A. R. Hibbs, Mr. Myron Traylor, lVIr. Doyle Thompson and Dr. A. E. SidvJell. The purpose of the meeting was to discuss the final form of the proposed zoning ordinance which -..-..ras to be approved by the commission for submission to the meeting of the city council for consideration.
