status of the legality of the Co mmissi o n's action on a pplication f or
rezoning o f cert ain property in Braden .A d di tion fr om residential to com-
me rci a l. Mr. White re p ort ed that the a ttorney representin g the p etitioners
in that matter had contencied that since the Master Stre et Pl an rtor the
Ordinance on zoning had never been filed of redord in the county clerk's
office, and there fore was inva lid. VJ . W. Nixon asked tha t Miss Olson-·
check the status of the r e cords. And f urther, that if the same h ad not
been filed, that the Comm ission take steps to s ee th a t the f iling is d one
irnmedi a t ely.

Dr. E . B. o~B annon was a special g uest, appearin g in behalf of the
possible future d edication of certain lands for a street intersecting
lVlain Street on the e a st sice of his dog and c a t hospital. Iv'lr. Smart
made the su ggestion that before any consideration be given such a proj ect,
th a t the city be assured that the length be at least that re q uired to
extend for a wh ole city block. Mr. Price mentioned, a lso, the ordinance
re quirin g a 5 0 foot width. lVI r. Moore stated the desire that it be on a
property line. After some discussion, Chairman Price appointed S. J.
Smart to serve a s Ch a irm an, with Dvvi g ht Little a nc J. VJ . Grizzle to
as sist hirn on a comm ittee to study t he feasibility of the city's accep-
t a nce of such land; and aske d that they consider, in making their recom-
men d ation, the location with regard to the wa ~ter Street Plan, the physical
character of the street as it n ow is and what prepara tion will be needed;
a nd then report their findin g s to the whole commission.

ma ries of the past year's work by the Pu laski County Planning Com mission;

and s uggested that if similarities exist between the County's work and that
needed by Jacksonville, the Commission should be reminded and t a ke advan-
tage of these ideas.
A letter from l"lr. Edwa rd 1•1cLeon of Route 1, Box 117, Glenwood,
Arkansas was read by the chairman. It questioned activities of one
ivir. h obinson in connection with Jet City;and asked further whether
or not these activites were endorsed by the Jacksonville Planning Com-
mission. After consideration by the group, it was suggested by the
Chairman that the secretary write Ivl r. l'.:lcLeon advising him of the posi-
tion taken by the Commission. It was so moved by Mr. s. J. Smart,
seconded by Mr. lVlo or e; and unanimously adopted.
Chairman 'W hite appointed Jack Price to serve as an additional
member of the Committee consi ci ering the renaming o f Middle Road.

Ivlr. i,ittle presented a plat of the proposed street to be dedi-
cated by :Ur. O'Ba nnon, vvh ich had not at the time of its presentation
a t t he February meeting, yet been vie\ved by the members of the Committee
studying the proposa l. All of the members pre sent viewed the drawing,
and discussed the former nonth's mee ting wh ere t he original propo sal
ha d been rna.oe . j.vi r. S . J. Smart, as chairman of th e co mmi ttee, recom-
me nded that th e Commis si on re quire Dr. O'Ba nnon to further develop
the sub-division intended, a nd show the full intended use of the l a nd
be fore the Commission act either for or 2gainst nny proposed street.
The motion was seconded by Jack Price and unanimously adopted. A
further motion by l'~'lr. Ni xon, sec onded by .lVI r. Smart that Miss Olson
advise L r. Obanrion of the Co mmi ssi 1r_' s decisi on was unanimously carried

that the acceptancy by the city of a strip of land 50 feet vdde, 270'

Mr. Horne present ed plats and p etitions for re-zoning from resi-
dential to com mercial, cert a in lands within the Oa kvie w a nd Edgewood
Sub -l.Jivi sions of the City of Jacksonville.
It was stated tha t the Pe titioner, J a cksonville Land Company, Inc.,
was the sole ovvner of the l ands in question, and that at present none of
the said properties have been developed into residences. That, t herefore,
no damages could accrued by the re-zoning; but instea d it wa s desirable
to have a b uffer between a b usy hi g h wa y and resi d enti a l a reas.
It wa s sugge sted by l11Ir. Nixon that a profession a l p lanner v.Ji th either
Me troplan or a si milar organiz a tion, b e approached with the idea of ob-
tain ing aid for the Commi ssion in planning the entir city's need for
comm erci al a reas.
Th e chairman sugg e sted that it ma y be well to-contact the other land
owners a long the new highway, with t he hope of co mpi lin g their thoughts
and desires either for or against re-zoning of th e entire area in one
decision.
The se su ggestions resulted in the Chairman's appointment of W . w.
Nixon, Jr., and Dwight Little to act a s a committee for the purpose of
seeking from a pr ofessional planner; cont acting other landov-mers immedi-
ately concerned and study ing any interests or rights-of-way held by the
Arkan sa ~H i g hway Department in the property in q uestion.

lVlr. Vv hite intro duced the Minutes of the Exe cutive Committee of
the lVi etroPJlitan Ar e a Planning Commission of February 15, 1961; a n d an
Urban Progress h eport for study by the mem bers in rega rd to any p erti-
nent data.
Mr. White read a letter from Mr. E dward Ivl cLean, 1t1rho had formerly
contacted the Commiss ion through the Cham ber of Commerce with rega rd
to the purch a se of property in Jet City. It was decided that sufficient
answer had been made to the in q uiry by former correspondence with him

He reported th a t the list cont a ined all but three ov.,ners; and that the

The Secretar y reported that the sta tes had been complied with
in the re-naming of Middle Road and the otification on such change to

Mr. White remarked that an article in the previous Friday's
Arkansas Democrat st a ted that the City of Jacksonville would no t par-
ticip a te financially in Metroplan for th e balance of 1 9 61. Th e
ori g inal action taken by the Cou.ncil had been to b ecom e a dues-paying
me mber for the balance of the year. It wa s the concensus of the g roup's
o p inions th a t Mr. Wite recommend to t h e Co uncil tha t pa rticipation i n
1v1etroplan comm ence imme d i a tely--or as of Se p tember 7, per the original
ado p tion of the Coun cil--on any basis mo st satisfa ctory f inanci a lly to
the City; but in any event tha t the se rvices of Metro p lan were urg ently
needed by the Planning Commission. Mr . White agreetl to extend th is idea
to the Gouncil o.t its ne x t meetin 6 .
Mr . Wh it e ha d received, as a member o f Urban Renewa l, Housing
Au t hority o f the City o f Little Rock, a reprint from "Construction News"
wh ich featured an article entitled "Little Rock Era ses Slum Pocket
Ar ea ." he pas sed it amo n g th e members present fo r their viewing , a nd
c o nside ration wit h a poss i ble look to the use of federal funds in
Jacksonville. There was no immediate action taken in regard t o such
urban r e ne wa l p rojects here; but the member s we re reminde d to bea r in
mind the ava ila bility of such moneys a nd if it became a nec e ssity to

satisfy re q ui reme nts; a n d it was suggested that Mr. \I.Jhite inform Mr.

develop ing certain l and s east of the dr ainage ditch on Graham Road .
Th e area covered will be approximately 650 fe et by 250 feet. It is
their present int ent i on to ci i vi de the a re a i nto ab out 12 lot s in sizes
of 1 00 x 80 feet. I n the cent e r of the development a dead -e nd , turn-
arounci street is propo s ed . It was his hope tha t a stre e t not more than
40 feet in vvid.th woul d be required. He stated that set-back lin es would
be 35 or 40 feet; a nd wou ld there fore prov i de for widening if f uture
d evelopment c a used the s tr eet to b e opened thro ugh a n d use d for t wo-way
traffic. Wit h t he se facts before it, the Comrn is sion' s members v o iced no
obj ection to the deviation from the 5 0 foot minimum requireme n t.
. lVIr . White called a tte n tion to th e f a ct t hat Miss Olson had recently
been e lecte d to the position of City Attorney and asked the members to
voice an opinion as to her rema ining in the po sition o f Se cretary o f the
Comm ission. All pre sent stated no obj ect ion; but felt that caus e for some
ineffectivene ss of the Commission had been t o _often ch ange s in the post.
It wa s the general feelin g tha t unless and until such time as ·it was ~

The Planning Commission of Jacksonville met Tuesday, December 12,

form e r action t ak en in regard to the naming of Memorial Drive; b ut that
in h is oninion it was a closed issue. He f o rewarned other members that

In reference to former me ntion of Urban Renewal progr ams for our
area, 1•l r. \vhit e in traduced a copy of "The Arkansas Ec on.o mi st", which g ave
further ideas on the s ubject. The article was filed by the S ecretary.
l•lr. Eu rman mentioned in reference to Urban Renewa l, an ide a on
Community henewal, whereby surveys c an be made availab le from the
Federal Government, where the cost to the city wo uld be very nominal.
It wa s moved by Mr. Nixon, secon d ed by Mr. Williams, that Me tro-
plan ma k e a study of po ssible re-zoning; along New Highway 67, from one
end of J a cksonville to the other. The motion carried.
lVl r. Ha rrington p resented the Ma ster Plan for Jacksonville Mun-
icipal Prk to the g roup present; and d eposited the brochure on same
for filin~ with the ~ecretary.

Minut e s of the previous meeting were read and approved.
Chairman white notified the members t hat ad ditional areas of the
ori g inal p lat known as the Hickman--McConnell Add itio n to the City of
Jacksonville has been sub-divided as per the original p l a t; and there
being no action necessary, the map thereof was filed.
·walter Ke aton appeared on behalf of a revision of his original
plat of Keaton Add iti on No. l; proper use of the pr operty in q ue s tion
had necessitated the narrowing of a certain turn-around street located
therein. This met with the a pproval of those p resent and wa s unanimously
accepted.
Ivl r. Wh i t e read a letter whi c h had been receive d from Mr. Stewa rt
E.urman with re gard to z oning su gg e s tions on a city-wide basis for
Jacksonville. Discussion of the areas mentioned therein was tabled until
the Februa ry meeting, at which time Ivrr. Eurman would be pr esent for
development of the ideas.
Mr . \~'hite st a ted that he and I~<'lr . S. J. Smart had been appointed to
new terms on the Pl a n n ing Commission. That Bob Pa ce, who holds another
appointive po sition on the Hos p ital Commis si on, had be en pre cluded by
virtue of the other app ointment. lJlr. White a sked for nominations from
those pre sent for the p ositions of Cha irman and Co-Chairman. Mr . S. J.
Smart moved t he nomin a tion ofT. P. White as Chairman; J. W. Grizzle
seconded the motion. IV1r. VJ . \J . Ni xo n moved the nomination of S . J.
Smart as Co-Ch a i rm an; s econded by Mr. Mo ore. Mr . Nixon then moved

Planned Progress for Arkansas Com mittee of the Chambe r of Commerce,
