A RESOLUTION AUTHORIZING ACCEPTANCE OF AN ARKANSAS ECONOMIC
DEVELOPMENT COMMISSION SITE DEVELOPMENT GRANT FOR THE
WOOTEN ROAD INDUSTRIAL SITE; AUTHORIZING THE USE OF GRANT FUNDS
FOR SITE DUE DILIGENCE ACTIVITIES; AND FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville, Arkansas, has been awarded a Site Development
Grant in the amount of Fifty-One Thousand Eight Hundred Dollars ($51 ,800.00) through the
Arkansas Economic Development Commission ("AEDC") Site Development Grant Program; and
WHEREAS, the AEDC Site Development Grant Program supports economic
development, industrial recruitment, job creation, and community growth throughout the State of
Arkansas; and
WHEREAS, the City-owned Wooten Road industrial site consists of approximately 220
acres and has been identified as a strategic industrial development opportunity due to its proximity
to Interstate 57 , Interstate 40, Interstate 440, and the Port of Little Rock; and
WHEREAS, the awarded grant funds will be utilized to complete critical site due diligence
activities, including environmental assessments , wetlands delineations, and regulatory
coordination necessary to enhance the site's readiness for industrial development; and
WHEREAS, the City has obtained cost estimates for the due diligence work from Alliance
Technical Group, a qualified environmental consulting firm experienced in site assessments and
coordination with the United States Army Corps of Engineers, United States Fish and Wildlife
Service, and the Arkansas State Historic Preservation Office; and
WHEREAS, completion of the proposed work will position the Wooten Road industrial
site for consideration as a Featured Certified Site through the State of Arkansas and Entergy
Arkansas , thereby increasing the site 's competitiveness among national site selectors and industrial
prospects; and
WHEREAS, the City Council finds that acceptance of the AEDC Site Development Grant
and completion of the proposed due diligence activities are in the best interests of the City of
Jacksonville and will promote economic development, infrastructure planning , industrial
recruitment, and long-term job growth.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS:
SECTION ONE: The City Council hereby approves and authorizes acceptance of the
Arkansas Economic Development Commission Site Development Grant in the amount of
Fifty-One Thousand Eight Hundred Dollars ($51,800.00) for the Wooten Road industrial
site project.

SECTION TWO: The City is authorized to utilize the grant funds for site due diligence
activities, including but not limited to environmental assessments , wetlands delineations ,
cultural and historical reviews, regulatory coordination, engineering evaluations, and
related professional services necessary to advance development readiness of the Wooten
Road industrial site.
SECTION THREE: The Mayor, Economic Development Director, and all appropriate
City officials are hereby authorized to execute all documents, agreements, certifications,
and other instruments necessary to accept and administer the grant and carry out the intent
of this Resolution.
SECTION FOUR: The City Council finds and declares that advancement of the
Wooten Road industrial site is necessary to support future economic development
opportunities , infrastructure improvements , industrial recruitment efforts , and job creation
within the City of Jacksonville.
SECTION FIVE: This Resolution shall be in full force and effect from and after its
passage and approval.
