REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular
session on March 1, 2012 at the regular meeting place of the City
Council. Alderman Howard delivered the invocation and Mayor Fletcher led
a standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Smith, McCleary, Sansing, Ray, Rinker,
Traylor, Stroud, and Howard answered roll call. Mayor Fletcher also
answered ROLL CALL declaring a quorum. PRESENT NINE (9), ABSENT (1).
Alderman Robinson was ill.
Others present for the meeting were: City Attorney Robert Bamburg,
Director of Administration Jim Durham, Finance Director Cheryl Erkel,
Public Works Director Jim Oakley, Fire Chief John Vanderhoof, Human
Resource Director Jill Ross, City Engineer Jay Whisker, Police Chief Gary
Sipes, Parks and Recreation Director Kristen Kennon, CDBG Director
Theresa Watson, 911 Communications Director Tabby Hughes, Planning
Commissioner Jim Moore, Pastor Ricky Allen, Ben & Susan Rice, interested
citizens, and members of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of February 16, 2012 for approval and/or correction at the next regularly
scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Stroud moved, seconded by Alderman Howard that the minutes of
the regular City Council meeting of 2 February 2012 be APPROVED. MOTION
CARRIED.
CONSENT AGENDA:

FIRE DEPARTMENT: ORDINANCE 1439 (#1-12)
AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF JACKSONVILLE,
ARKANSAS, FOR THE PURPOSE OF PURCHASING A NEW MANUAL
DEFIBRILLATOR/MONITOR SYSTEM FOR THE JACKSONVILLE FIRE DEPARTMENT’S FIRE
AND RESCUE SERVICES; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES.
Chief John Vanderhoof noted that the Ordinance is sponsored by Aldermen
Howard and Stroud. He related that this defibrillator is the same
equipment that is being used on the other ambulances. He added that this
equipment is adaptable to their (AED) automated external defibrillators,
which are carried on all Fire Department engines, adding that it is
compatible to current equipment. He stated that it will provide a
convenience, adding that it is a budgeted item.

Alderman Stroud moved, seconded by Alderman Smith that Ordinance 1439 be
placed on FIRST READING. ROLL CALL: Aldermen Elliott, Smith, McCleary,
Sansing, Ray, Rinker, Traylor, Stroud, and Howard voted AYE. NAY (0).
MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of
Ordinance 1439.
Alderman Stroud moved, seconded by Alderman Ray to APPROVE Ordinance 1439
on FIRST READING and to suspend the rules and place Ordinance 1439 on
SECOND READING. ROLL CALL: Aldermen Elliott, Smith, McCleary, Sansing,
Ray, Rinker, Traylor, Stroud, and Howard voted AYE. NAY (0). MOTION
CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance
1439.

on SECOND READING and to further suspend the rules and place Ordinance
1439 on THIRD and FINAL READING. ROLL CALL: Aldermen Elliott, Smith,
McCleary, Sansing, Ray, Rinker, Traylor, Stroud, and Howard voted AYE.
NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the
heading of Ordinance 1439.
Alderman Ray moved, seconded by Alderman McCleary that Ordinance 1439 be
APPROVED AND ADOPTED. ROLL CALL: Aldermen Elliott, Smith, McCleary,
Sansing, Ray, Rinker, Traylor, Stroud, and Howard voted AYE. NAY (0).
MOTION CARRIED.
Alderman Smith moved, seconded by Alderman Elliott that the EMERGENCY
CLUASE be APPROVED and ADOPTED. ROLL CALL: Aldermen Elliott, Smith,
McCleary, Sansing, Ray, Rinker, Traylor, Stroud, and Howard voted AYE.
NAY (0). MOTION CARRIED.

APPOINTMENT(S): JACKSONVILLE PUBLIC FACILITIES BOARD
Alderman Smith moved, seconded by Alderman McCleary to approve the
appointment of Ben Rice to the Jacksonville Public Facilities Board for a
term to expire 10/24/2013. MOTION CARRIED.
ANNOUNCEMENT(S): PARKS & RECREATION UPDATES
Parks and Recreation Director Kristen Kennon provided the City Council
with a list of tournament dates starting in February and going through to
August. She pointed out that the schedule is full, noting that next

weekend’s tournament will have 70 plus teams causing an overflow into
another park. She concluded saying that everything is going well with
the tournaments for Excell and Dupree Parks.
FARMER’S MARKET
She informed the City Council that the Farmer’s Market Ordinance is being
reviewed regarding modifications and will be addressed at the next
scheduled Parks Commission meeting, explaining that they will propose
that the Market be restricted to “Arkansas only” in an effort to create a
better draw and participation in the Market. She reminded everyone that
the Market is not only open on Wednesdays and Saturdays but every day of
the week. She asked that any suggestions regarding the Farmer’s Market
be brought to her in the next few weeks because there is a committee
working on improving the Farmer’s Market.
BOYS AND GIRLS CLUB
She stated that the annual fund raiser is being reinstated this year and

on May 23, Coach Gus Malzahn from Arkansas State University will be the
speaker. She noted that the Boys and Girls Club offers a program that
will provide lunches during the summer months. She added that she is
working on a grant that will provide warmers and new tables, pointing out
that the programs continue to grow.
COMMUNITY POOL
Regarding comments from Mayor Fletcher, she concurred that the pool is
still on schedule to open the first week of April.
CITYWIDE CLEANUP DAY
Mayor Fletcher announced that citywide cleanup day will be held April

Public Works Director Jim Oakley stated that they are still looking for
volunteers and are concluding the projects list.
He then informed the City Council that they have started construction of
a boat ramp at the one-lane bridge on West Main Street. He added that
they are continuing to work on having the area cleaned of debris.
Mayor Fletcher stated that in regards to City cleanup, his office sent
out approximately 460 letters to the businesses asking them to make it a
habit to police their parking lots and clean their rights-of-way to the
street.
ALDERMAN SMITH ANNOUNCES RETIREMENT FROM CITY COUNCIL

Alderman Smith stated that this is his 32 year on the City Council; he
is now the longest serving alderman in the history of Jacksonville. He
announced that he will not seek reelection. He then related that he has
been fortunate to serve with many distinguished men and women over the
years, expressing his well wishes for the continued success of the City
of Jacksonville.
