REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of
Jacksonville, Arkansas met in special session on June 14, 2012 at the regular meeting place of the City Council. Alderman Howard delivered the invocation and Mayor Fletcher led a standing
audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, McCleary, Sansing, Ray, Traylor, Stroud, and Howard answered roll call. Mayor Fletcher also answered
ROLL CALL declaring a quorum. PRESENT SEVEN (7), ABSENT (3). Aldermen Smith, McCleary, and Rinker were absent.
Others present for the meeting were: City Attorney Robert Bamburg,
Finance Director Cheryl Erkel, Wastewater Manager Thea Hughes, Mary Twitty, interested citizens, and members of the press.

GENERAL: ORDINANCE 1447 (#9-2012)
Alderman Elliott moved, seconded by Alderman Stroud that Ordinance 1447 be placed on FIRST READING.
Wastewater Manager Thea Hughes
stated that this Ordinance would help facilitate the final completion of the Valentine-Wooten Road sewer project. She explained that the necessary funding was received from Delta Regional
Authority in a grant to finish the project. She explained that the monies would come through the City of Jacksonville and because of that the City will have to enter into a contract
with the existing contractor and in order to do this competitive bidding will need to be waived.
ROLL CALL: Aldermen Elliott, McCleary, Sansing, Ray, Traylor, Stroud, and Howard voted
AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1447.

Alderman Stroud moved, seconded by Alderman Elliott to APPROVE Ordinance 1447 on FIRST READING
and to suspend the rules and place Ordinance 1447 on SECOND READING. ROLL CALL: Aldermen Elliott, McCleary, Sansing, Ray, Traylor, Stroud, and Howard voted AYE. NAY (0). MOTION CARRIED.
Whereupon City Attorney Bamburg read the heading of Ordinance 1447.
Alderman Stroud moved, seconded by Alderman Ray to APPROVE Ordinance 1447 on SECOND READING and to further suspend
the rules and place Ordinance 1447 on THIRD and FINAL READING. ROLL CALL: Aldermen Elliott, McCleary, Sansing, Ray, Traylor, Stroud, and Howard voted AYE. NAY (0). MOTION CARRIED.
Whereupon City Attorney Bamburg read the heading of Ordinance 1447.
Alderman Stroud moved, seconded by Alderman Ray that Ordinance 1447 be APPROVED AND ADOPTED. ROLL CALL: Aldermen
Elliott, McCleary, Sansing, Ray, Traylor, Stroud, and Howard voted AYE. NAY (0). MOTION CARRIED.
ORDINANCE APPROVED, ADOPTED, AND NUMBERED 1447 THIS 14th DAY OF JUNE 2012.
