REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on April 19, 2012 at the regular meeting place of the City Council. Alderman Howard delivered the invocation and Vice Mayor Ray led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Smith, McCleary, Sansing, Rinker, Traylor, Robinson, and Howard answered roll call. Mayor Fletcher and Alderman Stroud were absent. Vice Mayor Ray also answered ROLL CALL declaring a quorum. PRESENT EIGHT (8), ABSENT (2). PRESENTATION OF MINUTES: Vice Mayor Ray presented the minutes of the regular City Council meeting of April 5, 2012 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Smith moved, seconded by Alderman Sansing that the minutes of the regular City Council meeting of 15 March 2012 be APPROVED. MOTION CARRIED. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Elliott moved, seconded by Alderman McCleary to approve the Regular Monthly Report for March 2012 from the Jacksonville Fire Department, reflecting a fire loss of $358,000 and a savings total of $273,000. ROLL CALL: Aldermen: Elliott, Smith, McCleary, Sansing, Rinker, Traylor, Robinson, and Howard voted AYE. MOTION CARRIED. WATER DEPARTMENT: WASTEWATER DEPARTMENT: a. ORDINANCE 1443 (#5-2012) AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF JACKSONVILLE, ARKANSAS, FOR THE PURPOSE OF PURCHASING A NEW PUMP STATION SCADA SYSTEM ON BEHALF OF THE JACKSONVILLE WASTEWATER UTILITY FOR THE VALENTINE-WOOTEN ROAD PROJECT; AND, FOR OTHER PURPOSES. Wastewater Manager Thea Hughes related that Ordinances 1443 and 1444 are requests to waive sealed bids, explaining that both items are being purchased for the Valentine-Wooten Road Project regarding the new sewer system being constructed. She stated that neither purchase is being funded by City or Utility funds, but are being funded through grants as budgeted funds specifically for this project. She related that the SCADA System is a computerized monitoring system that monitors the pump stations; adding that this vendor has the same system that is already being used by the Utility. This vendor has the same radio telemetry and software, which has to be the same for the various units to communicate with each other. She then explained that Ordinance 1444 is for the extension and upgrade of the Valentine pump station. She stated that the Valentine pump station is an existing pump station that is too small to handle the additional flow that will be added from the Valentine-Wooten Road Project. She related that this will upgrade the pump so that it will be the same as the other submersible pumps that are being used in the system. She added that this would allow for the purchase of a Hydromatic pump and the necessary equipment for the upgrade. She then answered that this Hydromatic pump would be the same brand as those that are in our other submersible pump stations. Request to Accept Bid for East Pump Station Emergency Generator Mr. Aaron Benzing from Hawkins-Weir Engineers recalled that a disaster grant was awarded to Jacksonville Wastewater Utility last year for an emergency generator for the East Pump Station. He stated that the design has been completed and a bid opening was held on April 3rd, adding that there were three bidders and the low bid came in from H&H Electric out of Hot Springs, Arkansas. He continued saying that the low bidder is also the recommended bid in the amount of $115,336.00. Alderman Elliott moved, seconded by Alderman Smith to approve the recommended lowest bid from H&H Electric in the amount of $115,336.00. MOTION CARRIED. ORDINANCE 1445 (#7-2012) AN ORDINANCE WAIVING COMPETITIVE BIDDING BY THE CITY OF JACKSONVILLE, ARKANSAS, FOR THE PURCHASE AND UPGRADE THROUGH PROPRIETARY SOFTWARE OF OUR HUMAN RESOURCES DEPARTMENT, WHICH WILL COORDINATE WITH THE RECENTLY PURCHASED SOFTWARE FOR THE FINANCE DEPARTMENT; AND, FOR OTHER PURPOSES. Alderman Smith moved, seconded by Alderman McCleary that Ordinance 1445 be placed on FIRST READING. ROLL CALL: Aldermen Elliott, Smith, McCleary, Sansing, Rinker, Traylor, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1445. Alderman McCleary moved, seconded by Alderman Sansing to APPROVE Ordinance 1445 on FIRST READING and to suspend the rules and place Ordinance 1445 on SECOND READING. In response to a question from Alderman Traylor, Human Resource Director Jill Ross related that while this is a separate software purchase, it is the same proprietary software being used by the Finance Department. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 19, 2012 7:00 P.M. – 7:19 P.M. City Attorney Bamburg clarified that funding set aside by the Finance Department was done with the idea that the software package would be much more expensive. He related that the bid was substantially lower than funding set aside, adding that the proprietary software also had a piggy back system for payroll and Human Resource. He stated that if the purchase and installation are done at the same time it saves additionally. Human Resource Director Ross explained that her plan was to budget for software next year, but because of the savings that the Finance Department achieved, that allowed her to purchase software for the Human Resource Department this year with the unused funding. Alderman Elliott noted that at the previous meeting Finance Director Cheryl Erkel had related that since her software came in under budget, she was willing to use the remainder of those funds to help H.R. purchase software for payroll. Human Resource Director Ross concurred that the funds are budgeted for software. Alderman Sansing issued concern for the frequency that waiving competitive bidding has been used, adding that he is more comfortable with bids unless it is a sole source. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 19, 2012 7:00 P.M. – 7:19 P.M. SEWER COMMISSION Alderman Howard moved, seconded by Alderman McCleary to approve the reappointment of Pat Griggs for a term to expire 4/20/2017. ANNOUNCEMENT(S): Special recognition by Jerry Reichenbach on behalf of the Air Force Association Mr. Jerry Reichenbach recognized City Employee Sidney Gray for his efforts in helping with an apparatus that would allow the newly donated UH1 Huey to be pulled over the streets in the Welcome Home Vietnam Veterans Day Parade. He offered Mr. Gray a plaque on behalf of the Air Force Association and awarded him a one-year membership to the Air Force Association and publication of the May issue of the Air Force Almanac. Vice Mayor Ray announced that the Preservation of Reed’s Bridge Society received the Henry Award from the Arkansas Historical Society.
