1795ORDINANCE NO. 1795 (#24 - 2025)
AN ORDINANCE TO APPROVE AND ADOPT THE POLICIES AND
PROCEDURES OF THE JACKSONVILLE POLICE DEPARTMENT; DECLARING
AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, the Jacksonville Police Department operates under the authority
granted by Arkansas law, including Ark. Code Ann. § 14-52-101, which vests municipal
police departments with the responsibility to enforce laws and preserve public peace and
safety within the city; and
WHEREAS, pursuant to Ark. Code Ann. § 14-51-302, the Jacksonville City Council
shall adopt rules and regulations, set out by the Chief of Police, to govern the Jacksonville
Police Department; and
WHEREAS, it is essential that the policies and procedures of the Jacksonville Police
Department be reviewed and formally adopted by the City Council to ensure compliance
with legal standards, maintain public confidence, and provide clear operational guidance to
police personnel; and
WHEREAS, the City Council finds that approval of such policies promotes
transparency, accountability, and the efficient operation of the Jacksonville Police
Department in its service to the citizens of Jacksonville;
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City Council of Jacksonville hereby approves and adopts
the current Jacksonville Police Department Policies and Procedures Manual, including all
general orders, standard operating procedures, and any associated directives, as the official
operating framework for the Jacksonville Police Department.
SECTION TWO: All future amendments, revisions, or updates to the
Jacksonville Police Department Policies and Procedures shall be submitted to the City
Council for review and approval by resolution or ordinance, unless such changes are of an
administrative nature that do not affect the substantive rights or duties of officers or the
public.
SECTION THREE: The Chief of Police, in coordination with the Mayor, is
authorized to implement the approved policies and procedures, and shall ensure that all
officers and employees of the Jacksonville Police Department are properly trained in
accordance with the adopted standards.
SECTION FOUR: The provisions of this ordinance are severable. If any part or
provision is declared invalid or unenforceable by a court of competent jurisdiction, such
declaration shall not affect the remaining portions.

SECTION FIVE: A11 ordinances or resolutions in conflict herewith are hereby
repealed to the extent of such conflict.
SECTION SIX: Emergency Clause. In order to ensure the continued lawful and
effective operation of the Jacksonville Police Department and to promote the health, safety,
and welfare of the citizens of Jacksonville, an emergency is hereby declared. This ordinance
shall be in full force and effect from and after its passage and approval.
