25 MAR 10OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in a regular session on March 10, 2025. Chairman Moore opened the meeting at approximately 6:30 p.m.
expressing appreciation to those in attendance.
ROLL CALL: Commissioners Mike Dietz, Terry Sansing, William Montgomery, Vivian Brittenum, Jim Oakley, Zeke Brown, Greg Bollen, and Chairman Jim Moore were present and answered ROLL CALL.
Chairman Moore declared a quorum. PRESENT (8) with chair, ABSENT (1).
CORRECTION AND/OR APPROVAL OF MINUTES: Commissioner Oakley moved, seconded by Commissioner Brittenum to approve the minutes of February 10, 2025 as presented. MOTION CARRIED.
PUBLIC HEARING(S): REZONING 1808 North Bailey from R-0 to C-2
Chairman Moore opened the public hearing at approximately 6:32 p.m.
Petitioner Billy Hall informed the Commission he has been living in his current home for fifty years and does not plan to move. He then answered that the rezoning would include the vacant
corner lot that is adjacent to Gregory Street, noting this property may be useful to the Arkansas Highway Department.
City Engineer Adam Whitlow noted the request is for rezoning from residential to commercial. He explained there is a total of three houses facing North Bailey Street and feels with the
current highway construction project, these residential properties will eventually all become commercial. He then noted that the properties on North Bailey Street are adjacent to the
recently rezoned school property that is now C-2, and on the east the property is zone C-3. He pointed out that the property is designated as residential on the adopted Land Use Map.
He stated that staff supports the rezoning request from residential to commercial of R-0 to C-2.
A lengthy discussion ensued regarding the Highway Department’s plans for connectivity to Gregory Street and any others for North Bailey Street. It was noted that the current residents
of North Bailey Street are having to use the street behind their homes for access. Ownership of the rear access street was discussed and it was originally thought that it would be the
School District but was also mentioned that a designated owner was not listed with the County website.
Mr. Hall stated he and the other residents were asked to move their mailboxes from the front of their homes to the rear access street since North Bailey Street has been closed for an
undetermined length of time. He noted since the closing of North Bailey Street, the rear access street, as well as the cul-de-sac on Parrish Drive, had experienced a large increased
traffic flow intended for Wal-Mart.
Further discussion ensued regarding any other plans known for the area regarding road development by the Arkansas Highway Department.
Chairman Moore closed the public at approximately 6:38 p.m.
Commissioner Sansing moved, seconded by Commissioner Oakley to approve the rezoning request of 1808 North Bailey from R-0 to C-2 as requested. MOTION CARRIED.
